2011 Meeting Minutes

Lake Emma Township Board Meeting Minutes- Tuesday, December 6, 2011 

Chair Jeff Adolphson called the December meeting of the Lake Emma Township Board to order at 7:04 PM.  Other Board members present were Supervisors Roberta Doyle and Brian Behrens, Treasurer Mavis Trenholm and Clerk Nancy Bogaard.  Five residents were also present.  The pledge of allegiance was recited. 

Roberta moved to dispense with the reading of the minutes from the November 9, 2011 Board meeting.  A copy has been received by the board members previously, and was available to other residents attending.  The minutes are also on the Lake Emma Township website.  Brian seconded the motion and it carried. 

Mavis gave the treasurer’s report as of November 30, 2011 – Total of All Accounts $423,148.19;  General Revenue = $111,907.32;  Road & Bridge = $311,240.87;  State Bank Money Market = $63,568.67; State Bank CD = $119,801.84;  Citizens National Bank Money Market = $135,877.23; Citizens National Bank CD of $51,336.01; Citizens National Bank CD of $52,366.13 and Citizens National Bank checking account of $198.31;  Funds available is $199,644.21.  Vouchers #3036 – 3055 were presented for payment.  Brian moved to accept the treasurer’s report, Roberta seconded and motion carried.

 

Old Business: 

Road Report – Terry Long of Long Construction reported they have done some snow removal and sanding on the blacktop roads. Removal of trees in the right of way on Green Pines Road is scheduled for next week.

 

 The Road Maintenance Contract was signed with Long Construction for the next two years, 2012 and 2013.

 

Ben Anderson from Land Development Consultants was present to present their finding in doing the requested cemetery survey.  The survey done in 1987 was conducted in the reverse direction from the original survey resulting in a slight variation in the boundaries, which could be corrected with a quick claim deed, or by issuing a correction to the original deed and having it recorded.  Jeff will contact Thomason, Swanson,& Zahn to get the correction made.

 

Having voted to establish a Cemetery Budget, discussion was held regarding the budget.  The budget will be part of the General Revenue budget.   Roberta moved, Brian seconded, that $5000 be budgeted for cemetery expenses for 2012.  Motion carried. 

 

Healthy Lakes Grant projects have been completed and were presented for payment.  The Little Sand Lake Area Association received a $1200 grant for their Aquatic Invasive Species Casual Observer Program on motion by Roberta, seconded by Brian and the motion carried.  The Big Sand Lake Association received a $2000 grant for planting seedlings and placing protective shelters around them, along the shoreline of Big Sand on a motion by Brian, seconded by Roberta and the motion carried.

 

Jeff presented the program on Sign Reflectivity that he has been working on for Lake Emma Township.  All signs on township roads will be identified by location and condition. The policy will be voted on at the January meeting.

New Business:

 

Joe Hines, who has been mowing the roadside ditches in the township, notified the town board that he will be retiring this year.

 

Board members who had attended the November County Township meeting, reported learned information.  Townships are able to apply for Sales tax exemption from the State.  Residents who had property values increase over 12% will have an opportunity to have their tax statement reviewed.  Senator John Carlson was present and reported on issues they are facing in St. Paul.

A discussion was held regarding purchasing a certificate of deposit with the property tax money received this month.  We will discuss at our February meeting. 

The Board of Audit was set for Tuesday, February 7, 2012, prior to the regular meeting.

Lake Emma Township Board Meeting Minutes- Wednesday, November 9, 2011

The November Lake Emma Township Board meeting was called to order at 7:00 pm by Chair Jeff Adolphson. Other Board members present were Supervisors Roberta Doyle and Brian Behrens, Treasurer Mavis Trenholm and Clerk Nancy Bogaard. Three residents were also present. The pledge of allegiance was recited.

Roberta moved to dispense with the reading of the minutes from the October 4, 2011 Board meeting. A copy has been received by the board members previously, and was available to other residents attending. The minutes are also on the Lake Emma Township website. Brian seconded the motion and it carried.

Mavis gave the treasurer’s report as of October 31, 2011 – Total of All Accounts = $429,853.77; General Revenue = $111,988.73; Road & Bridge = $317,865.04; State Bank Money Market = $63,506.03; State Bank CD = $119,305.66; Citizens National Bank Money Market = $143,480.32; Citizens National Bank CD of $51,168.35; Citizens National Bank CD of $52,195.10 and Citizens National Bank checking account of $198.31; Funds available is $207,184.66.  Bills were presented to be paid, vouchers #3030-3035. Roberta moved to accept the treasurer’s report, Brian seconded and motion carried.

Old Business: Road Report – Justin Long of Long Construction reported all gravel roads were graded which will probably be the last grading. The majority of the old road signs were removed while they were in the area. Roadsides along the minimum maintenance roads of Holly Road and 280th Street were cleared. Gumby Bear Road’s roadsides were mowed.

Sign Reflectivity – Jeff hopes to have the inventory done by the December meeting.

New Business:

Rob Swanson, Zhateau Zorbaz presented an application for a Liquor License resolution. Brian moved to grant the license, Roberta seconded and the motion carried.

Road Maintenance Contract will be signed with Long Construction in December.

A Census of Government survey was received and will be completed after the meeting.

Jeff received a call from Land Design Consultants, the surveyors currently doing the survey at the Lake Emma Cemetery. They have found that the second section of the cemetery was survey using descriptions that were reverse. They will write the correct descriptions which we will have recorded.

Brian reported that Sentence to Serve plans to repair the sign at cemetery this winter.

Correspondence, etc:

Minnesota Benefit Association has announced their Scholarship Program is open for applications (employees or their dependents who are employed by the government) until January 31, 2012.

Fall Road Tour - Lake Emma Township - Thursday, October 13, 2011

Present for the Fall Road Tour were Supervisors Jeff Adolphson, Roberta Doyle and Brian Behrens, Clerk Nancy Bogaard and Terry Long of Long Construction.

We departed from the town hall at 4:15 PM. New gravel was applied to 230th Street this summer so it is in good condition. It may be necessary to grade it one more time this fall, depending on the weather. We then traveled to Gumby Bear Road and Gelukee Lane which are new township roads measuring .75 mile. The decision was made to have Terry rent a mower and he will mow the roadside of Gumby Bear, and add gravel to the turnaround.

Grouse Road received spot shouldering this summer. The culvert in front of Pine Cove will need to be replaced in the near future, possibly next summer. The township received a request to consider the takeover of Get Around Drive as a township road. We drove the road noting that trees would have to be removed and the grade improved before it would meet the township road ordinance.

Haywood Drive was re-graveled this year. 270th Street, west of Co Rd 4 to Holly Road, was freshened up this year with 2 inches of gravel to improve the Base One application of two years ago. The western end of 270th Street had gravel applied and improvements made to the turnaround. Inward Loop was resurfaced by Tri-City Paving this summer and Long Construction completed the work on the road shoulders this fall. We returned to the town hall at 5:25 PM. It was decided to reschedule our November meeting to Wednesday, November 9th at 7 PM due to a schedule conflict.

The October Lake Emma Township Board meeting was called to order at 7:00 pm by Chair Jeff Adolphson. Other Board members present were Supervisors Roberta Doyle and Brian Behrens, Treasurer Mavis Trenholm and Clerk Nancy Bogaard. Three residents were also present. The pledge of allegiance was recited.

Brian seconded the motion and it carried.

Mavis gave the treasurer’s report as of - September 30, 2011 – Total of All Accounts = $452,902.10; General Revenue = $113,171.01; Road & Bridge = $339,731.09; State Bank Money Market = $63,441.37; State Bank CD = $119,305.66; Citizens National Bank Money Market = $166,593.31; Citizens National Bank CD of $51,168.35; Citizens National Bank CD of $52,195.10 and Citizens National Bank checking account of $198.31; Funds available is $230,232.99. Payment of vouchers #3017 to 3029 were submitted. Roberta moved to accept the treasurer’s report, Brian seconded and motion carried.

Old Business: Road Report – Terry Long of Long Construction reported regular maintenance. Base One roads were graded after the rain we received. Shoulder works was completed on township roads that needed it. Terry said he would clear the roadsides along the minimum maintenance roads of Holly Road and 280th Street.

Fall Road Tour was set for Thursday, October 13th at 4 PM.

Sign Reflectivity – Posts may have to be replaced even if the signs are not replaced, if the posts do not meet the regulations.

Cemetery Fund - Cemetery Sexton Cathy Selseth attended the meeting to partake in the discussion of establishing a Cemetery Fund to cover cemetery maintenance and upkeep. The Lake Emma gateway needs to be painted, and a swing-away gate across the opening where the bigger trucks enter the cemetery. The cemetery instruction sign is missing and should be replaced. Cathy said they found the sign for the donation of the fence tossed. They have reinstalled it. There are some sink holes around the cemetery that need to be filled. Terry Long will bring in another load of black dirt. Cathy requested an increase in the sexton stipend, and she and her husband would take care of filling the sink holes and other minor maintenance. Sentence to Serve will continue to do the mowing. Roberta moved to increase the stipend to $400 annually, Brian seconded, and the motion carried. Nancy will enter a spreadsheet of who is buried in the cemetery on the township computer and send Cathy a copy. The amount of money to be put into the cemetery fund will be decided at the December meeting. There were no concerns from the floor.

New Business:

Two bids were received for the two-year Road Maintenance Contract for maintaining all township roads, Dave Barrett Construction and Long Construction. Brian moved to accept the low bid of $78/hour for grading and $81/hour for snowplowing submitted by Long Constuction. Roberta seconded and the motion carried.

Hubbard County Engineer – Township Roads Map was updated to include Gumby Road and Gelukee Lane.

Healthy Lakes Grant award of $1200 was made to Hubbard County COLA upon completion of the printing and distribution of the Hubbard County Shoreland Guide.

Reports on Hubbard Co Township meeting and the District 11 Annual Meeting were given by board members who attended.

Roberta moved to dispense with the reading of the minutes from the August 2, 2011 Board meeting. A copy has been received by the board members previously, and was available to other residents attending. The minutes are also on the Lake Emma Township website. Brian seconded the motion and it carried.

Mavis gave the treasurer’s report as of - August 31, 2011 – Total of All Accounts = 479,708.21; General Revenue = $117,214.52; Road & Bridge = $362,493.69; State Bank Money Market = $63,378.86; State Bank CD = $119,305.66; Citizens National Bank Money Market = $193,461.93; Citizens National Bank CD of $51,168.35; Citizens National Bank CD of $52,195.10 and Citizens National Bank checking account of $198.31; Funds available is $257,039.10. Old Business: Road Report – Terry Long of Long Construction reported they have performed maintenance of the gravel roads. Turnarounds on Holly, 270 east and Greenwood Trial were improved. The turnaround on 270 west and Hartman also need improvements. Fall projects will include new gravel for Haywood, and graveling on the shoulders of Inward Loop, Garnet and Hunter as weather allows.

Larry Hetrick and Mike Cadfield, residents living on Happy Drive, requested township assistance in maintaining the road. The easement of Happy Drive was recently transferred to the township from the State of Minnesota. Jeff explained that before the maintenance of the road could be assumed by the township, the road would have to be improved to meet the road ordinance of the township, which would include widening the road and removing trees along the road. A petition signed by local residents for maintaining the road would need to be submitted.

The US Dept of Transportation has issued a proposal to eliminate deadlines for replacing traffic signs. Jeff has begun to develop an inventory which will be continued.

Survey quotes for the Lake Emma Cemetery were received from Land Design Consultants for $1500 and from Lindow Surveying for $2750. Roberta moved to accept the low quote of $1500 from Land Design Consultants. Brian seconded and the motion carried. We will request that Cemetery Sexton Cathy Selseth be asked to attend the October meeting to partake in the discussion of establishing a Cemetery Fund to cover cemetery maintenance and upkeep.

Harbor Trail turnaround was discussed. Rob Tiffany who owns the property at the end of the road, has expressed to Jeff that he is no longer in favor of enlarging the turnaround because of trespassing issues. Terry said it is physically impossible to turn around the snow plow in the existing turnaround area. Other residents have expressed concerns for access for emergency vehicles and timely snow removal. There was some discussion of an alternative location for the turnaround prior to the end of the road.

The Fall Road Tour was set for Thursday, September 29th leaving the town hall at 4 PM.

New Business:

Brian moved to advertise for a Road Maintenance Contract for years 2012-2013 with the bid opening at our next meeting on October 4, 2011.

Two requests for grant funds from the Healthy Lakes program were presented. Invoices supporting the in-kind match were missing on both requests so no grant payments will be made until the supporting documents are received.

Roberta moved to accept the County proposal for spraying for Spotted Knapweek this fall. Brian seconded the motion and it carried.

The August Lake Emma Township Board meeting was called to order at 7:00 pm by Chair Jeff Adolphson.  Other Board members present were Supervisors Roberta Doyle and Brian Behrens, Treasurer Mavis Trenholm and Clerk Nancy Bogaard.  The pledge of allegiance was recited.

Old Business: 

Road Report – Terry Long of Long Construction reported on projects they have worked on this month.  They graveled Harris Drive and began gravel for 230th Street.  They have finished up the culvert repair on Hunter Drive.  Plans are to construct a better turnaround at the end of Hartman Drive.  They also added some Base One to Hartman Drive to help control dust.  

The Sign Reflectivity inventory will be done by Jeff this fall.  Replacement will be done over three years with one third done each year.

Cemetery-Survey estimate was received.  Discussion was held concerning how much we should budget for total cemetery services and maintenance.   Jeff will go ahead and get additional bids.

OLA – Survey of Minnesota Townships Consolidation of Local Governments will be completed.

The Reverse 911 System being considered by Hubbard County was discussed.  The Sheriff’s office would notify by phone all residents affected by storms, accidents, etc.  People not having a land line would have to notify the Sheriff’s office.

Lake Emma Township Board Meeting Minutes- Tuesday, July 5, 2011

The July Lake Emma Township Board meeting was called to order at 7:00 pm by Chair Jeff Adolphson. Other Board members present were Supervisors Roberta Doyle and Brian Behrens, Treasurer Mavis Trenholm and Clerk Nancy Bogaard. Four other township residents were present. The pledge of allegiance was recited.

Mavis gave the treasurer’s report as of June 30, 2011 – Total of All Accounts = $383,176.39; General Revenue = $68,795.83; Road & Bridge = $314,380.56; State Bank Money Market = $63,249.87; State Bank CD = $118,811.53; Citizens National Bank Money Market = $97,890.82; Citizens National Bank CD of $51,001.23; Citizens National Bank CD of $52,024.63 and Citizens National Bank checking account of $198.31; Funds available is $161,339.00. Old Business: Road Report – Terry Long of Long Construction reported June projects included applying a additional 2” layer of Base One on 270th Street. The bump on Hunter Road over a culvert has been repair by replacing the culvert replaced with 6” PCV pipe. Blacktop still needs to be replaced. Projects in the future include new gravel for 230th Street. Jeff stated that Half Moon Road and Harbor Road both seem to have more dust than other Base One roads. This may be due to more exposure on straight stretches of road and higher speeds.

Brian is going to check into pricing and installing a gate at the cemetery across the opening beside the main entrance, possibly a sliding fence, and will report back at our next meeting. Jeff visited the cemetery and was able to find only one survey marker. He will get quotes for a survey. We will ask our cemetery sexton Cathy Selseth to attend our next meeting to discuss how to proceed.

Concerns from the floor. The alarm system is going off when it is shut off. Jeff has looked for a reset but couldn’t locate a solution.

New Business:

Members who attended the Summer Short Course reported on the classes they attended. The State has raised the weight limits on blacktop roads to ten ton. The township would have to post their own restrictions for any different weight limits. Brian attended a class to be a certified supervisor for the board of appeals and equalization. Correspondence,etc :

State Demographic Center sent out 2010 census showing Lake Emma total population of 985. Total housing units was 1186, with 444 occupied and 742 vacant.

MasTec notification of buried wire was received for two areas.

Chair Jeff Adolphson called the June Lake Emma Township Board meeting to order at 7:00 pm.  Other Board members present were Supervisors Roberta Doyle, Brian Behrens; Treasurer Mavis Trenholm; Clerk Nancy Bogaard.  The pledge of allegiance was recited.  Four other township residents were present.  

Roberta moved to dispense with the reading of the minutes from the May 3, 2011 Board meeting.  A copy has been received by the board members previously, and was available to other residents attending.  The minutes are also on the Lake Emma Township website.   Brian seconded the motion and it carried.  

Mavis gave the treasurer’s report as of May 31, 2011 – Total of All Accounts = $409,204.12;  General Revenue = $73,680.43;  Road & Bridge = $335,523.69;  State Bank Money Market = $63,187.55; State Bank CD = $118,811.53;  Citizens National Bank Money Market = $123,980.87; Citizens National Bank CD of $51,001.23; Citizens National Bank CD of $52,024.63 and Citizens National Bank checking account of $198.31;  Funds available is $187,366.73.  Payment of vouchers #2958- 2973.  Roberta moved, seconded by Brian to accept the treasurer’s report as given. 

Old Business:

 Road Report – Terry Long of Long Construction reported that crack sealing has been completed on all roads.  Some graveling has been done on designated roads and the hole on the side of Holly Road at Pickerel Lake was repaired.  Because we had sufficient rain, roads with Base One have also been graded.  There is one stretch of Holly Road that should have additional Base One applied to totally tie in the gravel from washing.  There were about 20 trees down on or along Grouse Road following the tornado in the area. 

Ed Steidler presented a petition for removal the bump on Hunter Road over a culvert.  Terry stated that the culvert has been moving up due to freezing conditions and the sub base would need to be dug deeper.  Geo-grade was used in the original installation to hold the road in place.  Jeff suggested that a concrete culvert could be used instead of a metal culvert which perhaps wouldn’t move as much or a smaller culvert be used.  Mr. Steidler said he has never seen water in the culvert, and there was discussion if washed rock with a small culvert would work.  Terry will look at the situation and if he has any questions, will contact the Board, or he will go ahead and complete the project.  The area will have to be resurfaced after the work is done. 

Ed Steidler also asked about the possibility of the township maintaining Hunter Road going east to County Rd 7.  Jeff reported that the road is on private property and the township cannot take over maintenance.  Mr. Steidler said that emergency vehicles have tried to come to properties on Hunter Road by way of County Road 7 which is not always plowed.  It was suggested that they contact the Sheriff’s office to change the directions to any properties. 

Bids for Inward Loop:   Jeff opened the sealed bids received for a bituminous overlay of Inward Loop.  Four bids were received, as follows:

Roberta moved, Brian seconded to accept the low bid of Tri-City Paving at $43,963.00.  The motion carried. 

Contracts were signed for the three other Healthy Lakes Grants:  Little Sand AIS Observer Program, Big Sand Shoreland Guide Distribution, and Big Sand Shoreland Improvement. COLA/Potato Lake Watercraft Inspection contract was signed last month. 

Cemetery Followup – Cathy Selseth reported via email that the cemetery was in good condition for Memorial Weekend.  Brian has contacted Sentence to Serve and they will repair two graves that have sunken.  Roberta moved to have Jeff get two quotes for surveying the cemetery because there are some grave sites that are not in the proper place.  Brian seconded the motion and it was approved.  Jeff suggested that the Board set a budget amount for the care and maintenance of the cemetery in future years.  Roberta suggested that a gate be installed where the fence has been removed to allow trucks to enter. 

Jeff moved that the clerk and treasurer be authorized to spend up to $2000 plus tax and shipping for two new computers.  Roberta seconded and the motion carried.

New Business: 

Jeff made a motion that any Board member and the clerk have authorization to let residents or organizations use the town hall.  It will be coordinated through the clerk, Nancy Bogaard.  Roberta seconded the motion and it carried.

                 Lake Emma Township Board Meeting Minutes- Tuesday, May 3, 2011 

Chair Jeff Adolphson called the May Lake Emma Township Board meeting to order at 7:05 pm.  Other Board members present were Supervisors Roberta Doyle, Brian Behrens; Treasurer Mavis Trenholm; Deputy Clerk Terry Hokeness.  The pledge of allegiance was recited.  Four other township residents were present.  

Roberta moved to dispense with the reading of the minutes from the April 5, 2011 Board meeting.  A copy has been received by the board members previously, and was available to other residents attending.  The minutes are also on the Lake Emma Township website.   Brian seconded the motion and it carried.  

 Mavis gave the treasurer’s report as of April 30, 2011. ( Following numbers are as printed in the agenda) Total of All Accounts = $436,280.98; General Revenue = $88,080.11; Road & Bridge =$348,008.03; State Bank Money Market = $63,120.88; State Bank CD =$118,286.45; Citizens National Bank Money Market =$151,975.03; Citizens National Bank CD of $50,840.07; Citizens National Bank CD of $51,860.24; Citizens National Bank checking account of $198.31.  Funds available are $215,294.22.  

Corrections in the numbers printed in the agenda were made to correlate with the Treasurer’s – General Revenue $88,130.11 & Funds available $215,280.98.  Payment of vouchers for bills from #2953 - 2957 were presented for payment.    Brian made a motion to accept the treasurer’s report as read, subject to review of the revisions.  Seconded by Roberta and the motion carried. 

Mavis noted that the State Bank CD is up for renewal.  Jeff made a motion to allow Mavis to shop for best interest rate for up to 24 months and move the CD as is best.  Brian seconded, motion carried.   

Old Business:

 Road Report – Terry Long reported that work has been done on Hartman & Harbor roads, grading done on Intrepid.  Moisture is just coming out on roads.  Crack sealing is finished. Regular maintenance is being done.  

 Jeff presented the Priority List for summer road maintenance as per the spring road tour.  He will write up the list and send to all the board members and Terry Long.  There may be need to contact and work with property owners where necessary.  Roberta made the motion and Brian seconded to do the work as per the Road Tour list. Motion carried. 

Bids for Inward Loop:  Jeff estimated the cost to resurface would run about $45,676.  He recommended that the board get sealed quotes from at least 2 contractors, preferably up to 5 to be opened at the June board meeting.  Roberta made the motion to do that effect, Brian seconded, carried. 

Healthy Lakes Grant Applications: Dan Kittilson presented the application for the Shoreland Guide distribution for approval of funding from Lake Emma of $1200.  Ken Grob gave updated information on the Watercraft Inspection project.  The DNR wants to use their funds to use more interns on the more infested, high risk lakes in MN.  They did approve of up to 500 hours for Potato Lake. Ken will apply for 400 hrs.  Eagle and Big Sand will not be done this year; however the DNR aquatic species specialist has committed 100 hours to those lakes.  The Healthy Lakes committee asks for $1000 to help with costs of watercraft inspections on Potato Lake.   The Potato Lake restoration project will be delayed until 2012.   Roberta moved to reimburse HLPG projects of $1200 for the Guide distribution project and $1000 for the water craft inspections.  Brian seconded and the motion carried.

New Business: 

Cemetery Report:  Cathy Selseth reported that she has sold 2 lots and marked 15 for burial since she took the job of caretaker in 2009. There are no lots left for sale in the old section, however there are several not occupied.   She presented concerns that she feels should be taken care of: the sign need painting and there are 2 badly sunken graves & 4 others that are somewhat sunken.  She suggested that she & her husband could do the work with extra pay, but due to insurance issues involving private work, it was decided that Brian would ask Sentence to Serve to do it.  Cathy asked that she be notified when STS would be there so she could be there also.  The board will do follow up at the June meeting. 

Use of town hall:   Shelia Hastings, though not present, has asked to use the town hall again this summer for the Mah-jongg game group which meets on Mondays at 12:30pm.  Approved for use by general board consent.  

Computers for clerk & treasurer:  Jeff suggested looking into Dell for new ones.  He will do that and present findings at the June board meeting.  He also suggested that one of the old ones be kept to use as file for survey maps. 

Mark Thomason, attorney, presented the board with the legal documentations for the Vacation of a portion of Stoney Acres.

Lake Emma will host the Hubbard County Township Association meeting at the town hall on May 16 at 7:30 pm.  Mavis will get donuts & cookies, pop & water and coffee.

Lake Emma Township - Spring Road Tour- Thursday, April 28, 2011 

The Spring Road Tour was held on Thursday, April 28, 2011 with beautiful sunshine and warm temperatures.  Attending the tour were Jeff Adolphson, Chair, Supervisors Roberta Doyle and Brian Behrens, Clerk Nancy Bogaard and Terry Long of Long Construction. 

We left the town hall at 3:00 PM heading west over East Half Moon Road.  This is now a dead-end road.  It has a Base One surface and is in good condition. 

Inward Loop is scheduled to be resurfaced this summer. Paving plans have been received from Hubbard County which will be presented at the May township meeting next Tuesday.  Sealed bids will be requested.  The project is expected to cost $40,000 to $50,000.  

270th Street, east of CO Road 4, needs to have the shoulders built up in a few places, and Terry said he would probably have material left from a similar project on Garnet.  Terry also suggested making a turnaround at the east end of 270th, prior to the driveway approach just beyond the end of the township road.  Base One was added last summer and is holding up very well. 

280th Street was improved two years ago and it appears to have quite a bit of traffic.  Terry suggested grading and crowning 280th when it is wet this spring. This is a minimum maintenance road.  The north end of Holly Road is also a minimum maintenance road and was improved last summer.  It is very passable at this time.  The turnaround on north Holly Road could be flatten somewhat to provide more safety.  Holly Road from the minimum maintenance to 270th Street is gravel.  The remaining south part of Holly has Base One surface.  The old Lake Emma road signs will be taken down and not replaced with high intensity signs.  270th from Co Rd 4 to Holly Road has Base One which was applied two years ago.  It needs enhancement this summer.  Base One does not require as much grading as gravel roads.  270th Street west of Holly Road is in need of new gravel this summer.  

There is a cave in on Holly Road at Pickerel Lake.  Terry has placed a cone and plans to put rock and compact gravel to repair the hole.  West Half Moon Road is gravel and in good condition.  Additional gravel will be applied to Harris Drive this summer.  

Terry has been cutting some trees along Green Pines Road.  Green Pines was paved about 18 years ago and is still in good condition. There is a dip on Gasparilla Drive that will need attention at some time.  230th Street is getting soft and should have additional gravel this summer.   

Hope Drive is satisfactory.  195th Avenue and 250th Street are good.  Hartman Drive needs a turnaround and Mr. Tiffany, who owns the land at the end of the road, has indicated that he is in favor of the turnaround.  Terry will stake out the area and meet with Mr. Tiffany before the work begins.  Intrepid Road has some leaning trees that will be removed.  The Base One on Intrepid is holding up well and hasn’t been graded this spring.  They follow the grader with a packer when grading Base One roads.  Indigo Drive survived the winter quite well.   

Haywood Drive was rebuilt in 2004 and will need new gravel this summer. 250th Street east of Co Rd 7 had new gravel last year.  Hunter Road has developed a “speed bump” over a culvert.  There was some discussion as to whether it should be repaired because it does cause people to slow down.  Harmony, Hector and Get A Round roads were all in good condition.  The turnaround on Ginger Road may be improved by making the surface gravel.  Glider Drive goes through tax forfeiture land.  It will be slated for reconstruction, removing trees and establishing ditches. 

Glacier Drive is good.  Greenwood Loop needs additional gravel and the turnaround should be extended to the north for adequate turnaround area.  Granite Drive and Glory Trail are good for this year.  On Grouse Road, some trees are hanging over the road and need to be trimmed back.  Also the frost is lifting the culvert causing a bump at the river. 

The county should put a stop sign where Gumby Bear Road joins Co Rd 18.  Gulukee Road and Greysen Drive are both good. 

The tour group returned to the town hall approximately 6:20 PM.  We will go over the minutes at Tuesday’s meeting and set up a work schedule priority list for Long Construction.

Road Report – Justin Long reported on road maintenance with very little snow plowing during March.  They will begin grading gravel roads as soon as possible and will apply crack seal the paved roads when the roads are dry.  Plow damage on Grouse Road was repaired today. 

Board of Appeal & Equalization – Wed, April 13, 2011 – 9:00 AM.  County Assessor Bob Hanson and his staff and the township assessor Loren Tolkkinen will be present. 

Bob Berdahl reported from the Healthy Lakes Grant applications committee with the following recommendations:

Big Sand Lake Association - Shoreland Guide project be put on hold to modify it to include distribution to all of Lake Emma township.

          Big Sand Lake Association – Shoreland Tree Planting be approved for $2000.

Little Sand Lake Area Association – Aquatic Invasive Species Monitoring be approved for $1200.

Potato Lake Association – Shoreland Restoration project be delayed until the snow is gone to determine what needs to be done.

COLA – Public Landing Boat Inspection project approval be delayed because of changes in the DNR funding.

Brian moved to accept the committee’s recommendations, Roberta seconded and the motion carried.

Brian reported he had talked to Randy Griess of the Sentence to Serve program.  They will continue mowing the grass at the town hall and at the cemetery, and repair the sign and gate at the cemetery this summer.  Jeff moved to establish a contract with Sentence to Serve for these services.  Roberta seconded and motion carried. 

The spring road tour was set for Thursday, April 28th beginning at 3:00 PM leaving from the town hall. 

Discussion was held on the process for donations or financial support which is voted on by all residents at the Annual meeting of the township in March.  One suggestion was to have a Request Form completed by all organizations requesting funds stating benefits for the township.

Lake Emma Township Annual Meeting - Tuesday, March 8, 2011 

The Lake Emma Township Annual meeting was called to order at 7:00 PM by the Clerk Nancy Bogaard.  The Pledge of Allegiance was recited with fifteen township residents present. 

Nominations for Moderator were opened.  Roberta Doyle nominated Karl Dyre.  There were no other nominations and Karl was unanimously elected as moderator.  

The annual meeting 2010 minutes were read by the Clerk.  Roberta Doyle moved to accept the minutes as read. Dan Kittilson seconded the motion and it carried. 

Jeff moved to have a synopsis of the treasurer’s report for 2010 given in place of a reading of all the receipts and disbursements.  The motion was seconded by Jennifer Therkilsen and the motion carried.  The General Revenue fund 2010 had a budget of $95,000.  Receipts for the year were $96,505.42.  Disbursements were $91,709.74 ending the year with $137,031.10.  The Road and Bridge fund had a 2010 budget of $275,000.  Receipts for Road and Bridge were $301,007.11 and disbursements were $231,116.99 ending the year with $353,155.85.  Total funds at the end of 2010 were $490,186.95.  Jim Bodsgard moved to accept the treasurer’s report as presented, Ron Jacobson seconded it and the motion carried. 

Supervisor Jeff Adolphson reported on the 2010 road maintenance and improvements. The township has 33.2 miles of road, 11.5 miles of which are paved.  The township Took over maintenance of Gumby Bear Drive and Gulukee Lane in December.  The roads were built to township standards and graveled by the developer of the area.  The township obtained a road easement for Happy Drive from the State of Minnesota.  The costs were reimbursed to the township by the benefiting land owners.  Happy Drive will not be maintained as a township road.  Base One, an environmentally inert product, was applied to 270th Street east from CSAH 4 and west to Holly Road, Holly Road from CSAH 40 to 270th Street, Intrepid Road from CSAH 4 to Intrepid Trail, east end of Half Moon Road, Harbor Trail and Hartman Road.  A portion of Holly Road was re-graded, ditched and sight distance improved, along with the north 1/3 mile graded and brushed out.  The north end of Indigo Drive was also reconstructed.  Receiving new gravel were 270th Street east of CSAH 4, the south part of Greenwood Trail, portions of Holly Road, and 250th Street from CSAH 7 to township line.  Shouldering along paved roads was also done as needed.  Federal law requires that an inventory of all road signs and a replacement plan must be completed by January 2012.  Signs and supports must be replaced or upgraded by January 2015.   

Road improvements planned for 2011 include:

1)  Edge line and center line pavement marking of paved roads 

2)  Construction of turnaround on Harbor Trail (for road maintenance equipment)

3)  Slope improvements in selected areas of Garnet Drive

4)  Pavement re-surfacing on Inward Loop 

There was no cemetery report.  The town board will contract with Sentence to Serve for lawn mowing at the cemetery and the town hall.  Plans include having the gate at the cemetery painted this summer. 

The Healthy Lakes & Rivers project report was given by Bob Berdahl.  $5000 was budgeted for 2010 for grants for improvement projects within the township of which $4850 was paid for three projects. 1) Watercraft Inspection through COLA.  2) Native Species Restoration to the Blue Lake Association. And 3) AIS Early Detection to the Little Sand Lake Association.  $10,000 was budgeted for 2011 grants and five applications were received.  Grants applicants need to provide a match of 50 cents (of cash or in-kind labor) for each one dollar received.  The applications will be reviewed by a Citizens committee and presented for approval at the April Board meeting.  Residents present voted to continue the Grant program with a budget of $10,000 in 2012 on a motion by Bob Berdahl, seconded by Jennifer Therkilsen. 

Setting the tax levy for Lake Emma Township was discussed.  After considering the expenses the township had in previous years and the recommendation of the town board, Dan Kittilson moved to reduce the Road & Bridge levy by $20,000 to $255,000 for 2012.  The motion was seconded by Bob Berdahl and carried.  Jennifer Therkilsen moved to continue the General Revenue levy at $95,000.  The motion was seconded by Ron Jacobson and carried.   

Jeff Adolphson moved to continue using the Park Rapids Enterprise for publishing public notices.  The motion was seconded by Dan Kittilson and carried. 

Ten area organizations presented requests for contributions from the township.  The Board had capped total combined donations at $8000 or 7% of the General Revenue Fund budget, whichever is less for 2010, and .  On a motion by Jennifer, seconded by Bob Berdahl, the following donations were approved.  Headwaters Animal Shelter - $400;  Hubbard First Responders - $2000;  Kinship - $1500;  Lakes Area Dive Team - $400;  Living at Home - $600; Park Rapids Area Library - $1500; and Shell Prairie Agriculture Association - $250.  Jim Bodsgard made a motion that the Board look at and raise the cap for donations.  Jennifer Therkilsen seconded and the motion was approved. 

The Board of Appeal and Equalization will be held at the town hall on Wednesday, April 13, 2010 beginning at 9:00 AM.   

The next Annual meeting will be held on Tuesday, March 13, 2012 at 7:00 PM.

The March Lake Emma Township Board meeting was called to order at 7:00 PM by Chair Jeff Adolphson. Road Report – Justin Long of Long Construction reported they have done the necessary snowplowing.  Walsh Logging has been logging along Green Pines Road and the township has requested that they also take down some of trees right along the road.  Property owners will be contacted before any trees are removed. 

Jeff received information from Dave Olsonawski regarding improvement of Inward Loop.  He suggested that Hubbard County act as the township’s professional representative for the administrative and engineering phases of project.  Hubbard County will prepare the preliminary plans and cost estimates for the project.  We will still have the option of working with Hubbard County or acquiring bids from other contractors. Brian moved to enter into agreement with Hubbard County.  Roberta seconded and the motion carries.

Lake Emma Township Board Meeting Minutes - Tuesday, February 1, 2011

Supervisor Jeff Adolphson called the January meeting to order at 7:00 PM.  Board members present were Supervisors Jeff Adolphson and Brian Behrens, Treasurer Mavis Trenholm and Clerk Nancy Bogaard.  The pledge of allegiance was said at the Board of Audit meeting held prior to the regular board meeting.  No other township residents were present.

Old Business: 

Road Report – Justin Long of Long Construction reported normal snow plowing and they have also scraped the roads twice.  If weather conditions improve in temperature, they will try to scrap again this week.  The turnaround at the end of Harbor Road was also discussed.  Discussion was also held regarding blacktopping Inward Loop this summer (2011) in conjunction with some Hubbard County blacktopping in the area.  Upkeep on Inward Loop has escalated.   Jeff made a motion to pursue getting a proposal on estimated cost for the project including any necessary field work from Hubbard County Highway Department.  Brian seconded. Motion carried.  A discussion was also held about road conditions during storms in regard to emergency situations, which had been a topic at the County township meeting.  

Jeff reported that he will be doing an inventory including type of sign and GPS location for all signs in our township to comply with the Federal sign retroreflectivity requirement that is due in January 2012. 

Great River Energy Transmission Line would not be considering any petitions from the public for the transmission line placement change.  

Concerns from the Floor:

Lake Emma Township and the Hubbard County Township Association would like to remind residents that it is their responsibility to keep the snow from blocking visibility for their 911 emergency number signs. 

New Business:

The Board of Appeal & Equalization for Lake Emma Township will be held on Wednesday, April 13, 2011 beginning at 9:00 AM. 

Discussion was held on what constitutes a “donation” or a “contribution” allowable to the township.  Many former donations will have to be “contracted” with the organizations furnishing the service. 

Mavis reported that we have two CD’s at Citizens National Bank coming due this month, and that we can get much better interest by reinvesting them for 1 year rather than 6 months.  Jeff moved to renew them for 1 year, seconded by Brian and motion carried.

Correspondence was received from the Land Stewardship Project, an organization working to keep our State representatives and senators informed about issues that concern townships rights.

Lake Emma Township Board of Audit - Tuesday, February 1, 2011 

Chair Jeff Adolphson called the Board of Audit to order at 6 PM with the pledge of allegiance.  Also present were Brian Behrens, Supervisor, treasurer Mavis Trenholm and Clerk Nancy Bogaard. 

Nancy presented disbursement and receipt ledgers for the year 2010 which indicated to whom and for what all expenses were paid and who all receipts came from.  The board verified all entries on both ledgers and questions regarding expenditures and income were answered.  No discrepancies were found.  Total expenses for General Revenue were $91,709.74.  Receipts totaled $96,505.42 for general revenue.  Total expenses for Road and Bridge were $231,116.99 which included $10,244.90 of expenses for the Happy Drive/Pickerel Lake road project which was reimbursed by the residents.  Total receipts for Road and Bridge were $301,007.11. 

Jeff made a motion to approve the receipts and disbursements are presented, Brian seconded and the motion carried. 

Lake Emma Township does not have any outstanding debt. 

The road and bridge fund for 2010 was under budget and the general revenue fund slightly over budget.  The Board will suggest at the annual meeting, that the levies for 2012 be raised to $100,000 for General Revenue and lowered to $250,000 for Road and Bridge.

Lake Emma Township Board Meeting Minutes - Tuesday, January 4, 2011   

Supervisor Jeff Adolphson called the January meeting to order at 7:00 PM, welcoming all attendees and then the Pledge of Allegiance was recited.  Board members present were Supervisors Jeff Adolphson and Brian Behrens, Treasurer Mavis Trenholm and Clerk Nancy Bogaard.  Ten residents from the township were also present. 

Election of Township officers was held, with Jeff Adolphson nominated as chair and Brian Behrens as Deputy Chair. . The motion was made by Jeff, seconded by Brian and the motion carried unanimously. 

Jeff moved to dispense with the reading of the minutes from December 9, 2010 Board meeting.  A copy had been received by the board members previously, and was available to other residents attending.  The minutes are also on the Lake Emma Township website.  Brian seconded the motion and it carried. 

Mavis gave the treasurer’s report as of December 31, 2010 – Total of All Accounts = $490,186.95;  General Revenue = $190,126.62 + Road & Bridge = $300,060.33 with $270,466.32 currently available.  Includes State Bank Money Market of $62,843.82; State Bank C.D. of $117,766.98; Citizens National Bank Money Market of $207,424.19; Citizens National Bank CD of $50,409.94; Citizens National Bank CD of $51,543.71 and Citizens National Bank checking account of $198.31.  Payment of Vouchers #2907- 2922.  Jeff moved to accept the report as given, seconded by Brian and motion carried. 

Old Business: 

Road Report – Justin Long, representing Long Construction reported that snow removal has taken most of their time.  They have also done some tree trimming along Green Pines Road.

Jeff had talked to Terry regarding plowing Harbor Trail, which they have been doing with a pickup.  Because of the heavy snow, Rob Tiffany reported that the road is already getting narrow, and that the delay in getting plowed out has been too long.  Discussion to widen the turnaround had been held, but the decision to do anything this past fall was postponed.  A larger turnaround would allow for a bigger truck to do the plowing which could be done the same time as Hartman.  The turnaround on West Half Moon is too small to turn a bus around according to the bus driver.  During previous winters, a small portion of the public landing drive was plowed to allow the bus to turn around.  That will be continued this winter. 

Little Sand Bay Villas PUD drawings were presented by Tom Miller of Lindow Surveying & Mapping.  The development is asking for a variance for 9 dock slips instead of the ordinance limit of three.  In exchange, the dock landing would be removed and that area returned to natural habitat.  There will be a hearing on January 18, 2011.  The Township Board does not have a vote in the developing of a PUD, and this was for information purposes only. 

Healthy Lakes Grant project by Hubbard County COLA was presented as complete.  A report illustrating the success of the project was given by Ken Grob. Dan Kittilson outlined the Healthy Lakes Grant program for 2011.  The amount approved at the 2010 Annual meeting was set at $10,000 for 2011.  Applications will be available online with a March 1, 2011 deadline.  Grants are available to organizations only and not to individuals.  

There were no concerns from the floor.  

New Business:

A Resolution for accepting donations was proposed from MAT.

Rules for giving contributions  (A motion was made at the annual meeting to discuss increasing the total amount the township will disburse from $8000 or 7% of the General Revenue Fund, whichever is less.)  There was discussion on what type of organizations were eligible for donations, and which organizations must be contracted with.  Jeff moved to keep the limit of total donations at 7% of the General Revenue Fund or $8000.00.  Brian seconded and the motion carried. 

Jerry Werder requested the cartway to Open Meadows development be taken over by the township. Most of the lots in the development have been sold.  The road is a cartway so does not meet the township road ordinance because it is only 33 feet wide. 

Jeff made a motion to rescind his motion made last month to put $95,000 from the General property tax into the general revenue fund, and to appropriate the tax to each fund based on the levies set at the Annual meeting.   A decision for transferring funds to a Capital Reserve CD for Road & Bridge will be made next month.  Mavis will check on renewing the CD that is coming due at Citizens National Bank. 

Kelsey Adolphson will be volunteering her service at the town hall from January to May 2011.  A service agreement was signed. 

The Board of Audit will be held at 6 PM on Tuesday, February 1, 2011. 

The Hubbard County Township Association will meet Monday, January 24th at Lake Port Township.
