The Lake Emma Township Board of Supervisors Regular Meeting of  January 07, 2020 at 7:00 was called to Order by Chairman Brian Behrens at 7:00 pm, at the Town Hall.  The Pledge of Allegiance was recited. Members present: Supervisors Brian Behrens, Irene Weis, Tony Platz, Clerk Nan Iles, Treasurer Jeff Adolfphson, Terry Long, Justin Long, Officer Craig Kritzeck and Peter Tuomisto.

 

Changes and additions to Agenda: No Changes

 

Motion by Tony Platz to accept the Clerk's Regular Meeting Minutes of  December 03, 2019. Seconded by Irene Weis. Motion carried. 

 

Motion by Brian Behrens to approve the Treasurer's Report for the Month ending December 31, 2019.  Seconded by Tony Platz.  Motion carried.

Road Report –  Terry states they plowed on 11 different days of December.  Terry said they will start to push out the snow along the banks.  They did do some tree cutting.

Brian discusses some phone calls he received regarding snow plowing.  Brian also discusses the Moe property and the turn around. We will maintain the turn around at the

Cohrs property.

 

Healthy Lakes Grant – Peter Tuomisto standing in for Bob Berdahl.  Discussed Summary of  what the AIS Program for 2019.  Summary of Watercraft inspections report submitted.

Peter Tuomisto requests a possible increase for next year. This will be addressed at the Annual Meeting in March.

 

Irene Weis states Cathy Selseth has been taking care of the cemetery books for 10 years.

Irene will be talking to the new insurance person at Mn ASSOCIATION OF TOWNSHIP regarding the cemetery and a possible contract.

Lake Emma Township Board of Audit Minutes– February 04, 2020 at 6:30 pm

    1. Lake Emma Township Board of Audit – The 2020 Board of Audit of Lake Emma Township was called to order by Brian Behrens at 6:30 PM. The Pledge of Allegiance was recited. The purpose of the meeting is to audit and settle all charges against the Township for 2019. Present were Chairman Brian Behrens, Supervisors Irene Weis, Tony Platz, Clerk Nan Iles and Treasurer Jeff Adolphson, also present Terry Long, Justin Long and Officer Craig Kritzeck.

Financial status for the year end 2019.

General Fund Total $ 151,061.19

Road and Bridge Fund Total $ 374,535.88

The Lake Emma Township Board of Supervisors Regular Meeting of March 5, 2020 at 7:00 was called to Order by Chairman Brian Behrens at 7:00 pm, at the Town Hall. The Pledge of Allegiance was recited. Road Report – Terry stated they have been winging back some of the snow. They will wait for the snow fall or spring.

 

Brian questions Terry about the turn around on Hunter.

 

John and Jan Nierenhauen question Holly Road and 280th Minimum maintenance road. Mr. Nierenhausen is questioning on how to change the placement of the minimum maintenance sign, and maintaining the road. Discussion followed. We will tour Holly and 280th on our Spring Road Tour.

 

Discussion regarding compensation for all board members. Motion by Tony Platz to

raise compentation for The Clerk and Treasurer to increase to $350.00 per month, Supervisors to $150.00 and Chair of Board to remain at 200.00 seconded by Irene Weis. Motion Carried.

 

 

Motion by Irene Weis to raise the compensation for the Cemetary Sexton to $500.00 year year. Seconded by Tony Platz. Motion carried.

 

Discussion regarding new computers for the Clerk and Treasurer. Jeff discusses computers he looked up. Matter tabled until April meeting.

 

We will check into new – used voting booths.

Annual Meeting Minutes

March 10, 2020 at 7:00 PM

Call the meeting to order (by Clerk) Nan Iles with Pledge of Allegiance.

Select Moderator. Motion by Brian Behrens to elect Jeff Adolphson as the Moderator. Motion approved by the residents – Jeff Adolphson, elected Moderator

Announce Agenda for Meeting Jeff Adolphson announces the agenda for the meeting

Reading of Minutes from Annual Meeting 2019 Ray Carlson waives the reading of the minutes. Motion approved by the residents. Reading of Board of Audit Report A summary of the 2019 Annual Audit Report was given by Jeff Adolphson. The General Fund balance of cash and investments was $151,004.00. The Road and Bridge Fund year end cash and investments was total of all accounts. Bob Berdahl questions what is are total budget for the year. Bob questions if we save up for Big projects. Jeff states that is correct.

Road Report-Brian Behrens states we have 33 miles of roads to maintain, which 11 miles are paved. We did not have any major projects this last year. Brian states we are maintaining our roads. We save money in our Budget for big projects. Are biggest projects in the future include Intrepid, Indigo and Hunter. Gravel roads are lasting around 8 years. Gravel roads we are using Base 1 on the heavily traveled roads. Bob Berdahl questioned Gaspirilla road. Brain states we have not done anything with Gasparilla yet we are working on that project.

Gene Hanson representing Healthy Lakes Program. Discussed what any money they receive is used for. Summary was submitted to the residents. Discussed inspection hours. Discussed funding from Lake Emma Township. Requested the board to increase the amount to $12,000.00. Bob Berdahl also states the that Lake Emma Township has the highest amount of Lake Shore Property. Mr Weis questioned if we are finding any invasive species. Gene states we are not at this time. Bob Berdahl states they have found some vegetation on boats. The biggest thing would be to pull the drain plug.

Motion by Gene Hanson to increase the Healthy Lakes Grant to 12,000.00, seconded by Tom Weis. Motion carried

 

Set Levies for 2021.

  1. General Fund (2020 was $ 95,000.00 )

  2. Road & Bridge Fund (2020 was $ 250,00.00 ) Brain states the $95,000.00 has remained consistent. States the 250,00.00 is helping us build back our fund. We have been maintaining and watching where we are at. Motion Gene Hanson set the General Fund at $95,000.00 and the Road and Bridge Fund at $250,000.00. seconded by Megan Offerdahl. Motion Carried.

Discuss requests for funds –2021: (5 minute limit for presentation & discussion).

**NOTE: Town Board voted maximum financial support- 7% of General Fund Levy ($95,000 GF Levy = $6,650)**

Hubbard 1st Response & Rescue Megan Offerdahl Nicole Kalla -Thanked Lake Emma Township for previous support. States they have had 39 calls in Lake Emma Township in 2019. Discussed the amount of money it takes for equipment and training.

Hubbard County Historical Society No one present.

Kinship of the Park Rapids Area Brian Behrens discusses Kinship program. They have a reading program and a mentor ship program. Currently have 30 mentors and menties. No kids on the waiting list.

Living at Home of the Park Rapids Area Ray Carlson representing living at home. Requesting the amount of $600.00. Service Park Rapids Area, Osage and Wadena county.

Headwaters Area for Lifelong Learning NO One

North Country National Scenic Trail Mark Evans represents the North Country Longville to Clearwater and Itasca State Park. They are receiving support from 5 townships. Total money the spend is around 5000.00. they get donation, dues and grants. Main expense mower, hand tools, marketing. Repairs.

Park Rapids Tennis Association – Jill Johnson seeking money to rebuild 4 of the 8 tennis courts. The courts are in bad shape. It is used by many of our residents. Jeff Questions Jill about Grant opportunities states they have applied for grants.

The Lake Emma Township Board of Supervisors Regular Meeting of April 07, 2020 at 7:00 was called to Order by Chairman Brian Behrens at 7:00 pm, at the Town Hall. The Pledge of Allegiance was recited. Members present: Supervisors Brian Behrens, Tony Platz , Irene Weis via Zoom, Clerk Nan Iles, Treasurer Jeff Adolfphson.

Road Report – Sent VIA E-Mail, see attached

We did do some snow plowing and sanding, due to a couple of light snows and a late March ice storm that glazed up the roads. Earlier in the month, we finished up with winging back all of the roads with the road graders to help maintain drainage as the snow began to melt.

  1. We have graded all of the gravel roads in the township once, except for the roads with Base One in the gravel, which would be (Holly Rd, 270th, and Intrepid Rd). We will plan on going over these roads as soon as there is enough moisture in the road to do so.

  2. Brian had received a call about a wash-out on Holly Rd. It is right on the edge of the shoulder where the road goes through the lakes. We put up some cones to keep the traffic away and will fill them back up with gravel as soon as the weather conditions allow it.

  3. Repaired a few damaged signs where the snow was melted away enough to access them. There are a few more to fix, but there is still too much snow in the way to access them.

  4. Fixed some potholes on Hunter Rd and Indigo Dr with cold mix.

Recieved a request for a permit from Centry Link – matter will be placed on the May Agenda.

 

Signed contract from the Park Rapids Fire Deptment received. Contract will be filed.

Mail in Ballots will be placed on the May Agenda.

The Lake Emma Township Board of Supervisors Regular Meeting of May 05, 2020 at 7:00 was called to Order by Chairman Brian Behrens at 7:00 pm, at the Town Hall. The Pledge of Allegiance was recited. Members present: Supervisors Brian Behrens, Irene Weis, Tony Platz , Clerk Nan Iles, Treasurer Jeff Adolfphson, , Terry Long and Justin Long.

Road Report – Justin Long states all the regular gravel roads have been gone over at least once. They have not gone over the Base 1 roads due to lack of moisture. They have started Crack Sealing, states the only ones they have left are the town hall and Hunter. Discussion regarding Gasprilla. Justin discussed the turnaround on Hayward is being used as a brush pile again. Justin stated he noticed a number of signs needed to be replaced since they are looking damaged. They recommend the following signs be replaced. Stop ahead on 270th, stop ahead on Grouse, Stop ahead on Inward Loop, left corner on Holly, Speed limit 20, S curve, and No Shoulder on Green Pines. Board approved the signs to be replaced.

They stated they will do there normal grading. Tony questions on how the wash out on Holly looks. Terry states they repaired it once. They are keeping an eye on it and will repair it.

Brian questions Terry about Intrepid and Indigo. Brian is questioning if it will last until 2022. Terry states it would be fine to wait until then. Terry states they will keep monitoring it. Terry discusses the cracking on Indigo. Discussion followed on what type of paving we would be doing. Terry discusses cracking on Hunter.

 

Brian discusses the request from a resident to put in a new driveway.

Brian discusses a call from a resident on Blue Lake and the turn-around on Half moon dr.

 

Spring Road Tour Date: Friday May 22, 2020 at 3:00 pm. Meet at the town hall.

 

Motion by Tony Platz to approve relosution 20-2004 for allowing mail in ballots for the year 2020. Seconded by Brian Behrens. Motion carried. Resolution 2020-04 on file.

 

Brian Discusses the request from Century Link permit to place new lines on no objections to the permit.

We will plan getting over Intrepid as soon as the weather allows us to do so. 1.We were able to complete the crack sealing for the season in early May. Most of the roads were in pretty good shape, with the exception of Intrepid and Indigo which are showing a fair amount of new cracks. 2.We did fix another washout/hole on Holly Rd. It was located right next to the last one we fixed back in April and similar in size. 3.I talked to Tony about some dead trees on Garnet that a resident was concerned about. They were worried they would break off and damage their trees on the other side of the road. They look to be dead spruce trees and are located after the swamp and right before the road narrows. They are located about 6-10 ft off of the edge of the pavement and are most likely in your right of way. 4.During the road tour, we discussed some of the roads that are due for gravel. Holly and the east end of Intrepid (both of which would be base one), along with 230th, Hector Rd, and Harmony Rd. Glider Rd. is also due and is having some issues across the swamp with mud and clay coming up through the gravel making it very messy in the springtime. We also discussed doing some spot graveling on 280th . Brian questions which roads they would be graveling. Terry stated they would probably start on Holly. They will also work on Intrepid. Mike Cohrs has some trees across the road that are all dead. He is requesting Long's take them down. Terry will look into the of the placement of the township easement. Terry stated they will take the ones down within the easement. Motion by Tony Platz for Long Construction to take out the Hazardous dead trees along Garnett Dr in cooperation with Itasca Mantrap. Road Report – Justin Long submitted the road report as follows:

We completed the gravel and base one application on the far east half of Intrepid Rd. There is still a section of road to do in the middle to finish the project, but due to the hot weather, we recommend holding off on this section for now. We are planning on completing this section late summer/early fall when the weather is more cooperative.

  1. We had 2 separate occasions this month where trees had fallen on Intrepid Rd and needed to be cleared. We also worked on clearing some of the brush that is growing up and blocking some of the signs on all of the roads.

  2. We have completed the top cut mowing of all the roads in Lake Emma. The next mowing will be sometime in the fall, usually sometime in September.

  3. We just recently received the 6 replacement signs we ordered for Lake Emma township back in May and will be installing them shortly. I would recommend ordering another batch of signs so we can continue replacing the signs that are in poor condition. The next group I would recommend replacing are: Sharp Right, Sharp Left, and S Curve on 250th, Sharp Right on Hector Rd, S Curve on Glider, Stop and Yield on Gaspirilla Loop and a Stop sign on Gaspirilla Trl.

  4. We did patch another washout/pothole on Holly next to the previous spots. There was also a spot on Intrepid next to a culvert that required patching.

Started working on 230th they will be finished this week.

Road Report submitted by Justin Long as follows:

We completed the gravel on 230th

      1. We managed to get enough moisture to grade two of the base one roads that we felt were in the roughest condition (South half of Holly and West half of Intrepid), but ran out of moisture before we could get to any of the others. We did receive a complaint about 270th being in bad shape, and although we felt it was holding up quite well considering the dry weather conditions, we will plan on grading it as soon as the weather cooperates.

      2. The month of July brought us two separate severe thunderstorms which required us to spend a couple of days clearing trees off of the roads to make them passable. The hardest hit areas seemed to be the Northern half of Lake Emma, but almost every road had a tree to cut.

      3. We received the order of signs we placed back in April for Lake Emma and installed them. We also have placed the order for the 2nd batch of signs and will install them as soon as we get them. Right now, the manufacturer is running about a month behind.

      4. We also removed the dead trees on Garnet with assistance from the power company earlier in the month.

Justin states they will continue grading.

Brian states he has continued to work on 280th St and Holly. Brian will contact Brian Halbasch regarding cost of storm damage.

Richard Smith discusses Half Moon Dr turn-around. New turn-around would be at the edge of Half Moon Trail. Supervisor's Brian Behrens, Irene Weis and Tony Platz, Terry Long and Richard Smith will meet at the proposed turn-around on Half Moon Trail Saturday August 8that 9:30 am.

Brian stated there was a conference call on line from August 25th, 2020. Brian would like the board to think about what we would like to use the money once it is received.

 

Road Report – Justin Long submitted the road report as follows:

Continued with the normal grading schedule as the weather allowed. Earlier this month, we did receive enough rain to grade and pack the Base One gravel on the middle section of 270th and the southern half of Holly Rd, which we felt were the roads that needed it the most. We were able to get the other roads (Holly and Intrepid) on the last day of the month.

    1. Completed putting new gravel on Harmony Rd, Hector Rd, and Glider Dr.

      There were about 4 spots on Glacier Rd that we had to spot gravel due to the heavy rains we've been receiving.

      We have received the 2nd batch of signs that Lake Emma had ordered and will be installing them shortly.

       

Continuing into September, we will plan to continue grading along with the Base One roads when the weather cooperates. We also plan to do some shouldering on some of the paved roads where needed and to start the second round of ditch mowing. Justin stated they will be spot shouldering on paved roads.

Brian discusses 280th, regarding snowmobiles and driveway. He stated 280th is a minimum maintenance road. Brian will talk to the snowmobile club and the homeowner in regards to the matter.

 

Brian Behrens discusses the the change of the turn-around on Half Moon Dr. The board agrees the need the turn-around by Harebell Road.

 

Rachel Fisher submits Photo of the shed they would like to move the shed is 12 X 14. They would like to move it across the road. Steve stated they would be able to move the shed over on top of the drain field. Brian questions Terry regarding if it would limit the road maintenance. Terry questions Steve about his use of the Shed.

The board will approve the move of the Shed as long as it is not permanent.

The matter will be placed on the October Agenda.

Irene discusses a call she received for a resident regarding urns at the Cemetery. Irene informed the resident to call Cathy Selseth.

Fall Road Tour September 18, 2020

 

 

The Fall Road Tour commenced on September 18, 2020 at 2:30 pm. Present Supervisor Brian Behrens, Irene Weis, Clerk Nan Iles, Treasurer Jeff Adolphson and Terry Long.

 

Intrepid – Reviewed the re graveling on the West End of Intrepid. Dead Trees and Brushing will

need to be done. Also inspected the re shouldering on Intrepid.

Hector – Inspected the re graving. Brushing needs to be done.

 

Glider – Stumps were removed prior to re graveling, Trees need to be removed and brushing.

Road Report – Submitted report by Justin Long

 

Continued with the normal grading schedule as the weather allowed. When we graded the base one roads last month, Holly Rd was holding up very well. We recommended during the road tour that we could delay putting new gravel and base one on the southern end until next year. The road has become quite rough in the last couple of weeks, but this is due to the very dry weather we have been dealing with lately. As soon as we get some decent rain, we will plan on grading it.

      1. Did some spot shouldering on various paved roads where needed. Most of the paved roads required at least a load of gravel.

      2. Installed the 8 new road signs that the township ordered last July. The next batch of signs I would recommend the township replaces are: No Shoulder, Speed Limit 20, Sharp Left, and S curve+yellow 20mph on Green Pines Rd, No Shoulder, Right Curve+yellow 15mph, and 2 Speed Limit 20 signs on Garnet.

      3. Used a stump grinder to remove the stumps that were on the very edge of the road on Garnet and Glider. These stumps would have been hazardous in the winter and needed to be removed.

      4. Dug out and cleaned a plugged culvert on Intrepid Rd.

      5. Completed the mowing.


 

Continuing into October, we will plan to continue grading along with the Base One roads when the weather cooperates. This is usually the time of year that we start crowning the roads harder to prepare for winter. We also plan to do some light tree trimming to clear some of the limbs that are starting to reach the edges of the roads.

Brian stated he received the paperwork requested from Steve Fisher regarding moving his shed. Terry stated they have already moved the shed.

Tim Skadberg is requesting the board approve boring under the road for his Septic line. The board requested a copy of his plan from the designer before approving his request.

Cares Act – Board discusses the uses of the Cares Act Funding.

Richard and Jan Nierenhausen discussed their concerns regarding the safety of 280th and the snowmobile trail. Brian stated he would again get in touch with Richard Ohm to arrange a meeting to discuss options and the safety concerns.

Continued with the normal grading schedule as the weather allowed. We did end up with enough moisture to grade and pack all of the base one roads before the first winter storms showed up. Since we received back to back early winter storms, we ended up plowing all of

the roads. Some of the roads were plowed with a grader, since the gravel wasn't completely froze down, yet. Also because the gravels were not froze down, we waited until the 2nd storm had passed before we plowed everything. We also spent a little time sanding some of the gravel roads that got slick due to these storms.

Used a Mini-Excavator and brush head to cut some of the brush on Intrepid Rd. Hoping to do some more of this before the weather completely turns. Received the new signs that were ordered last month and plan to install them soon.

Continuing into November, we are pretty much getting things ready for winter. If we have any roads that need grading and the weather allows us to improve them, we will jump on them to keep everything as smooth as possible. Otherwise, we will be into the winter road maintenance, with plowing and sanding.

Cares Act discussed regarding any money we received. Board discussed what we will purchase with the remaining amount.


 

Motion by Tony Platz for Brian Behrens and Jeff Adolphson to spend up to $5718.00 from the Cares act on Equipment for Lake Emma Township. Seconded by Brian Behrens. Motion Carried.

Brian discussed the concerns from 280th. A meeting took place between Jan and Richard Nierenhausen and Richard Olm.

Emergency Landing Pad. Brian stated he has asked Sentence to Serve to cut the trees on the corner of the parking lot. Justin Long stated they would be able to cut the trees. Brian will talk to an electrician about moving the light. Brian will discuss moving the sign with the owner.

Concerns from the floor. Discussed a E-Mail received from Barb Kimmer regarding the plans for the Big Sand Access the Board has decided to take no action at this time.

Lake Emma Road Report for December 1, 2020

Hello, here are the things we worked on in Lake Emma Township in November.

      1. Graded a few of the roads to clean them up after the October snowstorms.

      2. Due to some freezing rain and some melting, we spent some time sanding the paved roads and some of the gravels where needed.

      3. Used a small excavator to dig out and clean a culvert on Green Pines Rd that was plugged.

      4. Installed the 8 new signs that were ordered back in October.

      5. Fixed 3 washouts/potholes on Holly Rd.

      6. Cut and removed the small group of trees in the NE corner of the Town Hall parking lot.


 

Moving forward into December, we are into the winter maintenance schedule since everything is pretty much froze up. As long as the conditions allow, we are also planning to do some more brushing with the mini-excavator to clean up some of the right of ways and remove any trees that are leaning into the road.

Cares Act – Unspent funds $3708.05. We will transfer/send a check for the unspent money

to Hubbard County Auditor's Office.
