The Lake Emma Township Board of Supervisors Regular Meeting of January 5, 2021 was called to Order by Chairman Brian Behrens at 7:00 pm, at the Town Hall. The Pledge of Allegiance was recited. Road Report submitted by Justin Long

    1. Did some snowplowing due to the snowstorms we received right before Christmas and New Years. We also had a few days of sanding roads, mostly due to some melting and freezing that occurred from the warmer temperatures.

      Spent a few days using the mini-excavator and brush cutter to clean up some of the right of ways. We focused on Holly Rd and Glider Dr, due to the amount of brush hanging into the road.

      Spent a few hours cleaning up the trees that fell from the snowstorms.

      Plowed the Town Hall 3 times.

Moving forward into January, we will be continuing with the winter maintenance schedule as needed. Due to the amount of snow in the ditches, we will be holding off on doing any more brush cutting, but can hopefully start back up in early spring.

Lake Emma Township Board of Audit

February 02, 2021

 

Call to Order:  The 2021 Board of Audit of Lake Emma Township was called to order by Chairman Brian Behrens at 6:30 PM  The purpose of this meeting is to audit and settle all charges against the Township for 2020.  Present were Supervisors Brian Behrens,Tony Platz, Blake Johnson,Clerk, Nan Iles and Treasurer Jeff Adolphson, Terry Long and Justin Long.

 

2020 Receipts  & Disbursements Review:  The Receipt Ledger, the Disbursements Ledger, County Tax Settlement  and Summary Reports were distributed and reviewed by Board members.  Expenses are also reviewed monthly at Regular meetings as they occur.

Hello, here are the things we worked on in Lake Emma Township in January:

    1. January wasn't a very active month as far as snowfall goes, but we did get enough snow to plow all of the roads a couple of times. Due to some warmer temps and a couple of storms that put down mostly ice, we have also spent a few days just sanding.

      We also had some days with very strong wind gusts, so we spent a couple of days doing tree clean up.

      Plowed the town hall 2 times.

      In keeping with updating the road signs that are in poor condition, here are the next group of signs I would recommend replacing: Right Curve on Greysen Dr, School Bus Stop and Speed Limit 35 on 230th, Slow on Garnet, Speed Limit 35 on Green Pines, and Speed Limit 30, Winding road + 20 mph, and Bump Ahead on Grouse.

Being that the winter months are typically slower, as we move into February, we will just continue with keeping the roads plowed and sanded as needed.

Board discussed ordering new signs and agreed Long Construction should order and put up new signs.

Discussion regarding the Annual meeting and Levy amount. Also future road construction.

Brian discussed the possibility of Itasca Mantrap burying the power lines for the Town hall in case the parking lot needed to be used as an emergency landing pad for the Helicopter.

Lake Emma Road Report for March 2, 2021

Hello, here are the things we worked on in Lake Emma Township in February:

    1. February was a very cold month with a small amount of precipitation. Although there was some plowing at the end of the month, we did do a fair amount of sanding roads to knock down some of the icy spots in the sheltered areas.

      Received the signs that were approved at the last meeting. We will install them as soon as possible.

      Plowed the town hall 2 times.

      Due to the small amount of snow and the recent melting from the warmer temps, we could probably start back up on the brush clearing we were doing last November and December. The roads I would recommend starting with are Harmony, Hector, Get Around, 230th, Glacier, and Half Moon W.

Moving into March, we will continue with the winter road maintenance and start preparing for crack sealing the paved roads.


 

Board discusses The Big Sand Access. The Board will not take any action at this time.

Sentence to Serve – Brian discusses the bill submitted from Sentence to Serve. Motion by Brian Behrens to approve the donation for payment to Hubbard County for Sentence to Serve in the amount of $2017.50. Seconded by Blake Johnson. Motion Carried.

Levy for Annual Meeting suggestion $95.000.00 General Fund and $250,00.00 Road and Bridge.

We did some snowplowing and sanding at the very beginning of the month. Shortly afterwards, we used the graders to scrape snow and ice from the shaded areas, so they thaw faster for grading. Due to some help from the weather, we were able to grade all the gravel roads at least once. Received and installed the last batch of signs that were ordered in Feb. Fixed another pothole on Holly Rd along the lake where we've had some issues with beaver damaging the shoulder. Moving into April, we will start our normal grading/road maintenance and continue preparing for crack sealing. Terry stated they will be using a new Rubber Type Crack Sealer.             Hello, here are the things we worked on in Lake Emma Township in April:

Due to a late season snow/ice storm, we did some plowing and sanding on all the paved roads. Although the weather has not been very cooperative, we did some grading and got 2 of the base one road (270th and W end of Intrepid) done before we ran out of moisture. We will do the rest of Intrepid and Holly when the conditions allow. Spent some time straightening signs that have been pushed around from snowplowing and weather. Fixed another pothole on Holly Rd along the lake. This one was more of a sinkhole, so we used a yd of gravel and packed it in. Moving into May, we will continue with our normal grading/road maintenance and will be crack sealing shortly.

Spring Road tour shall be May 20, 2021, at 4:30 pm.

Itasca Mantrap will be burying our electrical line.  Blake Johnson will contact an Electrician to move the security light and the fix the light fixture.

Discussion regarding Bounty on Gophers.  The Board shall sign a Bounty Resolution.

Road Report – Justin Long submitted the road report as follows: Hello, here are the things we worked on in Lake Emma Township in May:

Did some grading, but still waiting on better moisture to grade the base one road. As soon as we get some decent rain, we will grade them.

Used the mini-excavator and brush cutter to clean up Harmony Rd.

Had a few windy days that required some trees clean up. Also fixed a few signs that were leaning or broken from the winter.

Used a stump grinder to remove the stumps in the NE corner of the parking lot at the town hall.

Used some cold mix to fix potholes on Indigo Dr.

Used the skid-steer and broom to prepare some of the paved roads for crack seal.

Moving into June, we will continue with our normal grading/road maintenance and will begin the work discussed during the road tour. Continuing into September, we will plan to continue grading along with the Base One road when the weather cooperates. We also plan to do some shouldering on some of the             paved roads where needed and to start the second round of ditch mowing.

A resident has concerns regarding the increased traffic on Honey Suckle Lane.  He would like to know if Class 5 would be able to be added to Honey Suckle Lane.  Brian Behrens discusses the township standards on roads. 

A resident from Holly Road has complaints regarding Holly.  She states it is very rough to drive on.  The plan is to resurface the first part of Holly to the Lake with Base 1.

Discussion followed. 

Complaint from a resident regarding the dust on Half Moon.

 

Brian Behrens states they were not able to bury the power lines due to cost. They did add the Balls to the Power line for the Helicopter.  Brian will talk to the owner of the sign on the corner of the property regarding moving his sign.

 

Resolution for Sleep Fawn Resort for a 1-day Liquor License. 

 

Motion by Brian Behrens to approve Resolution 2021-05 for August 15th, 2021, for a 1-day Sale Liquor License.  Seconded by Tony Platz.  Motion Carried.  Resolution on file.

 

Tony discusses the Hubbard County Township meeting.  Discusses the Key speakers.  Also questions if we have paid our dues to MATIT.   He also stated we have a new director at MATIT.  Also, County Road 40 has reopened.

was called to Order by Chairman Brian Behrens at 7:00 pm, at the Town Hall.  The Pledge of Allegiance was recited. Members present: Supervisors Brian Behrens, Tony Platz, Blake Johnson, Clerk Nan Iles, Treasurer Jeff Adolphson, Justin Long, Terry Long, Faith McDonald, Karen Onstad and Richard Smith.

Road Report submitted by Justin Long for the things worked on in Lake Emma Township in June.

Due to a few rain showers, we were able to catch up on some of the grading in the township. Although the amount of moisture was low, we were able to grade the southern part of Holly Rd on the 11th, and thanks to a couple of days of light rain we were able to get over all the base one roads on the 28th. We will continue to monitor the roads and grade them as the weather allows.

Finished up crack sealing on all the paved roads, except for Intrepid and Indigo. It was determined to hold off on these two roads due to the weather not cooperating. The hot days were causing the sealant to not set up as well as it does in the Spring when we usually crack seal.

Spent some time with a chainsaw cleaning up some of the brush growing up around the road signs, preventing them from being seen.

A sign on Harmony Rd was defaced and someone covered it up with spray paint. I would recommend replacing the sign.

Moving forward into July, we will continue with our normal grading/road maintenance and will begin the work discussed during the road tour.

 

Tony questions Terry about the Crack sealing and what happened this year.   Discussion followed.

Discussed options for the future.

Tony questions Jeff about a product we can use on the roads to keep down the dust.  Jeff talked about some to the different options the county is testing. 

 

Discussion on moving the sign located on the corner of Half Moon and County Road 4.  Brian explains why we would like to move the sign.  The resident states they would like to give it some thought.

 

Karen Onstad and Richard Smith question the turn around on Half Moon Rd.  Mr. Smith questioned again the moving of the turn- around.  Brian discusses the history of the turn-around.  Karen and Richard would like the turnaround moved.  Mr. Smith is willing to give an easement to the township in order to move the turn around. Discussion followed.  Brian Behrens will contact Mattit regarding legal matters.

Matter tabled until August meeting.

Road Report – Justin Long submitted the road report as follows:

           

We graded most of the roads in the township twice, due to a bit more rain finally coming our way. We also got over the base one roads once. We will keep monitoring these roads and grade them as the weather allows. The first round of mowing finished for the summer. We will plan on doing the second round, which is a wider cut, later this summer or fall.

Finished hauling and installing new gravel on 270th, the section west of County Rd. 4.

Continuing into August, we will continue with our normal grading/road maintenance and continue with the work discussed during the road tour.

Blake questions the 1st cut on mowing.

Brian stated he received one phone call regarding concerns of wash out by her driveway.        

 

Brian discusses history of Halfmoon Rd East.  Turn around was built in 2016. Brian contacted Steve Fenske/General Counsel of Minnesota Association of Townships he received an email response which will be on file with August minutes. 

 

Brian discusses ARPA funding.  Board discussed if we would want to request the funding. 

Brian stated we will need our Dunes number and our Swift number to fill out the paperwork.

The Lake Emma Township Board of Supervisors Regular Meeting of September 09, 2021at 7:00 was called to Order by Chairman Brian Behrens at 7:00 pm, at the Town Hall.  The Pledge of Allegiance was recited. Members present: Supervisors Brian Behrens, Blake Johnson, Tony Platz, Clerk Nan Iles, Treasurer Jeff Adolfphson, Fred Whiteside, Eric Ravnass, Gary Stocker, Justin Long and Terry Long.

Road Report – Justin Long submitted the road report as follows:

 

Thanks to a decent amount of rain lately, we have been able to grade all the roads and get over all the base one roads (Holly, 270th, and Intrepid).

Hauled and installed new gravel on Half Moon Dr E.

While grading Holly Rd, we noticed more holes that appeared in the area between the lakes. We were able to repair it with the existing gravel and will continue to monitor it.

Hauled and installed new gravel on Hartman Dr.

Spent a couple of days cleaning up trees from a storm in the middle of August.

Continuing into September, we will continue with our normal grading/road maintenance as the weather allows us to do so and continue with the work discussed during the road tour.

 

Fred Whiteside questions, graveling on Hartman, questions why they placed the gravel on the mailbox side of the road so parties were not able to get their mail.  Also questions why they mow the ditches.  Fred would like a postcard sent before any road work is done.

Justin states they wind row the side of the road that does not have a driveway.

Terry states the mailman has the discretion of delivering the mail.  He states some mailmen do deliver the mail.  Terry states it is a safety issue to not open areas in front of the mailbox.

 

Gary Stock from Ivy Drive and Holly.  He states he feels Holly did not keep up at all.  He would like to talk about getting it Black topped to the Lake.   Discussion followed. Jeff Adolphson stated the residents need to bring a petition to the Board. The Road would need to meet the standards of the Board. Brian will investigate what the residents need to do.  Blake Johnson states he has received multiple calls regarding Holly.  Tony questions Gary’s thoughts on what his neighbors would be want. Matter tabled until October meeting.

Brian discusses 250th issues. 

Terry states he went and looked at the area the resident was complaining having issues with.  Also discusses an issue on Grouse Road. Terry states it was not a Township issue. 

 

Brian discusses the Vacation of Property for Aaron Roseth, Pete Hilger vs Lake Emma Township. The Board will not legally pursue the issue.

 

ARPA funding has been sent is. States we should be receiving the first half of the money soon.

 

Eric Ravness discusses Helicopter Pad. States his property runs across the driveway and through the parking lot.

 

Jeff suggests we get the township lots survived.  Tony will contact Surveyors to get quotes.  Matter tabled until October meeting.

Gary Stocker would like to discuss paving Holly or 270th. Brian states the residents will need to file a petition. Jeff Stated a minimum of Eight full time residents in a 3-mile radius would need to file a petition to the Township Board. Discussion followed.

 

Tony stated he received one proposal for surveying the township property.

Motion by Blake Johnson to approve the Estimate to survey the Town Hall Property for $1200.00. by Ric Benson. Seconded by Tony Platz. Motion Carried.

 

 

Justin Long submitted the following Road Report:          

We have been grading the roads whenever possible to get them ready and crowned up for the winter. Although we have not had the moisture needed to do the base one roads, we             have been monitoring them and they seem to be holding up well.

Hauled and installed new gravel mixed with base one on Holly Rd. We did this road in two sections to keep the gravel and base one wet enough to get good compaction.

Received and installed the new sign on Harmony Rd to replace the one that was previously vandalized.

Continuing into October, we will continue grading as much as the conditions allow to keep them as smooth as possible for the upcoming winter. We will also be focusing on finishing the remaining gravel projects before the frost shows up.

           

Fall Road Tour Monday October 18th, 2021, at 9:00 am.

 

Tom Mayerle discusses the public access on Big Sand Lake. States the residents did have             public meetings with the DNR. Mr. Mayerle feels the DNR needs a permit to change the      access to Grouse Road. He also feels the township should deny the DNR the permit. Mr. Mayerle discusses to safety concerns pulling off Gladwin to Grouse Road. Blake questions Mr. Mayerle. Brian states we as a township do not have a permit process. Mr. Mayerle disagrees, he feels the township would be able to request a permit. Bruce Rolando questions if the DNR notified the township of the changes. Brian states yes. Blake questions if we should request a permit. Brian states he will contact the County Engineer to see if he will look at the access. Matter tabled until November meeting.

 

Bruce questions the graveling of Hartman Dr. discusses the increased height of his driveway. Nan Iles also stated the increased height of her driveway will cause issues this winter. Terry states they are cycling the gravel every so many years. Terry discusses the length of time it took to resurface the road on Hartman Dr.  Bruce also discusses the mowing the ditches.

 

Nan discusses the annual financial support. Bruce discusses his ideas for issuing financial support, limiting to smaller amounts per request, Organizations that do not have any funds available through State Funds.

 

Jeff would like to continue the subscription for Microsoft 365 for $99.99 per Year. The Board approved the request.

Rita Rolando was sworn in as Deputy Clerk for Lake Emma Township.

 

Road Report – Justin Long submitted the road report as follows: Keeping with the normal grading schedule, due to the weather cooperating. We also graded and packed all of the base one roads.

Hauled and installed new gravel on Granite Dr and Glory Trl.

Finished with the ditch mowing.

While checking roads after some very windy days, we noticed a sign on Glacier Rd (“Next 1 Miles” placard) that has been vandalized. We also noticed some missing and faded Chevron signs on Grouse (8 signs) that I would recommend replacing.

Moving into November, we will continue grading as the weather allows and will be getting ready for the upcoming winter.

Will continue ditch moving and brush cutting.

Petition submitted by residents with three signatures to blacktop 1.2 Miles of Holly Road. Terry explains Base 1. Renee question how it differs from Calcium Chloride. Terry explains how Calcium Chloride works. Renee Sargent questioned if any future roads that need to be resurfaced.  Brian stated we Have Intrepid, Indigo and Hunter to resurface. We well be doing them in the next two years.

 

Bruce Rolando questions the use of water trucks to keep down dust. Bruce questions the feasibility study. Discussion Followed. Mike Sargent states there was logging trucks going across Holly all summer.

Maintenance Contract will due next month.

 

Brian discusses the Big Sand Lake Access. Brian met Jed Nordin and discussed the access and felt no changes will be made. It is safe the way it is.

 

No changes to the Mileage Certificate Map for 2021. Map initialed by Brian Behrens and will be returned to Hubbard County.

Road Report – Justin Long submitted the road report as follows:

Graded the roads for a final time before the cold weather came in.

Snowplowed all the paved roads a couple times. Due to the warm/cold cycle in the weather, we have also sanded all the roads a few times to try to help with the ice.

Cleaned up some fallen trees from the November snowstorm.

Received the new signs that were approved last month. We will put them up as soon as possible.

Moving into December, we are now into the winter maintenance schedule. We will focus on snowplowing, sanding, and keeping the roads clear of any trees that the snow takes down.

 

Road Maintenance contract tabled until January Meeting.

 

No action shall be taken on Holly Road.
