  1. Call to Order: The Lake Emma Township Board of Supervisors Regular Meeting of January 02, 2018 was called to Order by Chairman Brian Behrens at 7:00 pm, at the Town Hall. The Pledge of Allegiance was recited. Members present: Supervisors Brian Behrens, Tony Platz and Irene Weis, Clerk Nan Iles and Treasurer Lynne Erickson, also present Terry Long, Justin Long, Dan Kittilson and Bob Berdahl.

  2. Dan Kittilson and Bob Berdahl for the Healthy Lakes Partnership Grant Program

    Bob Berdahl discusses allocations from The Healthy Lakes Partnership Grant Program for each of the Lakes requesting Grant Money. Motion by Brian Behrens to approve the disbursement of the funds according the recommendations by the Healthy Lakes Partnership Grant Program, Seconded by Tony Platz. Motion carried.

    Recommendations are as follows - Blue Lake $1000.00, ESB $1000.00, Big Sand Lake $3,300.00, Little Sand $1,200.00, Potato Lake $3,000.00, Big Mantrap Lake $250.00 Pickeral $250.00.

  1. Road Report: Terry Long, some snow removal, scraping along the roads, sanding. They have not had time to take down the trees on Garnet. They will work on Garnet when they have time.

 

A. Brian Behrens– Signs on Glory Tr and Granite Dr

Brian Behrens discusses our options based on the recommendations of Curt Meyer.

Curt Meyer recommended a yield sign should also be placed on Glory Trail. Motion by Tony Platz based on the recommendation of Curt Meyer to place a Yield sign on the intersection of Glory Trail and Granite Dr and the Yield sign shall remain on Granite Dr. Seconded by Irene Weis. Motion carried.

 

  1. Set Date for Board of Audit: Suggest February 6, 2018 – 6:30 PM (prior to Regular Meeting) approved by the board, changed to February 7, 2018 – 5:30 PM (prior to rescheduled Regular Meeting beginning at 6:00 PM)

    A. Letter regarding the cemetery composed by Irene Weis

    Irene will send the letter to the owner of the property abutting the damaged cemetery fence.

Grouse Road: Discussion by Lynn Eaton, PE Widseth, Smith and Nolting – Estimates for the Cost of Grouse Road.  Lynn Eaton submits a packet with alternate ways to proceed with resurfacing Grouse Road. Questions by the Board to Lynn Eaton regarding the different estimates.

Discussion regarding our Web Page. Lynne Erickson suggests we use Brad Rittgers to rebuild the Township website after the Arvig server crashed. The Board suggests we get an estimate from Brad on the cost of a New Website. Lynne shall Email the Board on the cost of setting up and maintaining the Website.

Road Report presented by Terry Long, Terry states they have been doing a lot of plowing. States they have not received any calls regarding any problems with the roads.

a. Grouse Road – Jeff Adolfson discusses the prices submitted by Lynn Eaton, PE Widseth, Smith and Nolting. Brian Behrens states the plan is to resurface the entire Road.

Discuss by the Board regarding the 4 different estimates for resurfacing Grouse Road.

b. Harmony Road – Brian will call Mr. Lewellen regarding his questions on possible utility permits.

c. Sign on the corner of 18 and Cty 4 - Adam Williams questions the board if we have an ordinance regarding signs placed in our right of way.

Lake Emma Township

Annual Meeting Minutes

March 13, 2018

The 2018 Annual Meeting was called to Order by Clerk Nan Iles at 7:00 pm with the Pledge of Allegiance. There were 15 residents in attendance.

Nominations for moderator were open to the floor. Motion by Tony Platz and seconded by Gene Hanson to Elect Jeff Adolfson as moderator. Motion Carried.

Motion by Dan Kittlison and seconded by Dorothy Platz to accept the 2017 Annual Meeting Minutes. Motion Carried

A Summary of the 2017 Audit Report was given by Lynne Erickson. The year end General Fund balance of cash and investments was $139,355.06. The Road and Bridge Fund year end cash and investments was $674,333.03. Motion by Gene Hanson and seconded by John Harsha to accept 2017 Treasurer's Report. Motion Carried.

Road Report was given by Brian Behrens. We maintain 32 miles of road, of which 11 miles is Black Top. We use Base 1 on the most heavily traveled gravel roads, which helps hold the dust down and keep the road together. If it gets to dry they have a tendency to get washboardy. Black top roads continue to seal coated, and on average they last between 20 and 25 years. They deteriorate the most in the last 5 years. This year we will be resurfacing Grouse Road and the culvert down by the access. We have estimated costs from $500,00.00 to $610,000.00 on Grouse. Brian states the west end seems to be in the worst shape. We do some future resurfacing that will need to be done. We have issues with Gasparilla, Hunter, Indigo and Intrepid, They are all reaching the 20 year time frame. Question by Dan Kittlison regarding Grouse Road. Jeff Adolfson questions the potential cost of Grouse Road and if the cost is going to put a strain on our Road and Bridge Fund. Brian states, yes we will be lowering the reserve funds. He states we have tried to maintain a years worth of reserves and we will be going a little below that this year. We will need to start building again for any future projects. Bob Berdahl questions how far out our road maintenance plan goes. Brian states we will need to start a new road plan. Tony Platz states we go on a road tour with our engineer twice a year. They give us suggestions for future projects.

 

Discussion—Set Levies for 2019.

General Fund (2018 was $ 95,000.00 )

Recommended by the Town Board to set 2019 General Fund Levy $95,000.00

Motion by John Harsha to set the General Fund Levy at $95,000.00, seconded by Steve Blanchard. Motion Carried

Road & Bridge Fund (2018 was $ 200,00.00)

Brian Behrens states the Town Board recommends Road & Bridge Fund for 2019 to be set $250,00.00. Jeff Adolfson questions Brian about the funds we will be using to resurface Grouse Road and if $250,00.00 will be enough to keep up the Road and Bridge fund with the other projects we may have coming up. Brian stated the Board felt it should be enough. Motion by Bob Berdahl to set the Road & Bridge Fund levy for 2019 at $250,00.00, seconded by John Harsha. Motion carried.

Bob Berdahl discusses the background for Healthy Lakes Grant Program. Discusses how the grant money is used. Bob also discussed what is going on at the County level with the AIS program. In 2017 a little over $400,000.00 dollars was used for AIS prevention. Most of this went to watercraft inspection,public awareness, resort education, early detection. Most is used for watercraft inspection. The AIS Summary for 2017 was presented, showing 22,559 Inspections in Hubbard County, of which 4018 were in Lake Emma Township. In 2017, Healthy Lakes had a 403K Budget consisting of $253,000 from the State, $35,000 from Hubbard County, $115,000 from Lake Associations and Townships.

Dan Kittlison discusses how the supplemental funding is used. The supplemental funding is raised through Lake Associations, Townships and Cities. For 2018 $86,00.00 came from Townships and Lake Associations. Total supplemental funding for 2018 is $117,00.00, which does not include the County money.

Bob Berdahl states the Healthy Lakes Grant Program is requesting $10,000.00, for the program. Tony Platz is in favor of continuing the amount the township has been giving. John Harsha speaks in favor continuing the funding.

Motion by Gene Hanson to continue the $10,000.00 in support of the Healthy Lakes Grant Program. Seconded by John Harsha. Motion Carried.

Hubbard County Historical Society – No presenter. Motion by John Harsha and seconded by Dorothy Platz to approve financial support in the amount of $100.00. Motion Carried

Headwaters Animal Shelter – no presenter. Motion by John Harsha and seconded by Bob Berdahl to approve financial support in the amount of $150.00. Motion carried.

Kinship of the Park Rapids Area - Presentation by Shawn Anderson – Motion by John Harsha and seconded by Julie Hanson to approve financial support in the amount of $1500.00. Motion carried.

Living at Home of the Parks Area – Presentation by Diane Sorenson. Motion by Steve Blanchard and seconded by Julie Hanson to approve financial support in the amount of $600.00. Motion carried.

Lakes Area Dive Team – Presentation by Steve Blanchard. Motion by Bob Berdahl and seconded by Dan Kittlison to approve the financial support in the amount of $1000.00. Motion carried.

Support within Reach – Presentation by Samantha Stevens. Motion by Lynne Erickson and seconded by Gene Hanson to approve the financial support in the amount of $200.00. Motion Carried.

The Lake Emma Township Board of Supervisors Regular Meeting of April 03, 2018 was

called to Order by Chairman Brian Behrens at 7:00 pm, at the Town Hall. The Pledge of

Allegiance was recited. Members present: Supervisors Brian Behrens. Tony Platz via Face Time, Irene Weis, Clerk Nan Iles and Treasurer Lynne Erickson, also present Terry Long

and Justin Long.

 

Changes and additions to Agenda - Curt Meyer will not be in attendance. Tony will give a short Summary of the short course he attended.

Road Report:Terry Long states they have been doing a lot of snow plowing. Once the

weather gets warmer they will start crack sealing. Brian states they will start crack sealing all the Black top roads except Grouse Road this spring.

 

a. Widseth,Smith and Nolting – Grouse Road - Brian states Curt did not have a whole lot to report, regarding Grouse Road. He would like to wait until next month at the May meeting after the bids come out on Inland Road. Curt will bid Grouse Road at that time. Grouse Road will be tabled until the May meeting.

b. Harmony Road Application - Brian submitted an application from Michael Llewellyn regarding the water line and electrical lines for his seasonal cabin. Motion by Brian Behrens to approve the application by Michael Llewellyn, seconded by Tony Platz. Motion carried.

 

Hubbard County Township Meeting Review – Summary by Tony Platz stated they discussed the Mississippi Watershed program, Hubbard County Food Shelf was discussed, Mail in ballots and the scholarship program. Also stated Scams are starting to move towards townships, regarding township money be aware. Cory Aukes spoke a little regarding Township assessors. Tony talked about the short course meeting.

Contracts:

a. City of Park Rapids Fire Contract – Brian Behrens motion, to approve 2018 Park Rapids Fire Contract, seconded by Irene Weis. Motion carried

b. Carr's Tree Service, Inc- Correspondence received from Carr's Tree Service. Board discussed the need for a Tree Service. The Board has decided to not go with a Tree Service at this time.

c. Hubbard County Sentencing to Service/Community Service – Amount to donate to Sentence to Service. The amount for donation will be $1818.00. Brian will talk to Randy Greiss and Cathy Selseth regarding any concerns. Brian Beherns motion to donate, Seconded by Tony Platz. Motion carried.

 

Concerns from the Floor Brian Behrens stated he received a phone call from the Census Bureau. He did call them back, they wanted to know if we had any boundary changes. We did not.

  5. Road Report from Terry Long first round of grading, they have shaped everything up, Base one roads are all done except Holly. Everything is looking good. They have spent a couple days of tree trimming, and started crack sealing the paved roads.

     

    a. Widseth, Smith and Nolting – Grouse Road – Curt Meyer discusses the 4 different alternatives for Grouse Road. Questions from the board regarding the different alternatives. Brian Behrens makes a motion for a bid on the plan C1 for Grouse Road starting at the Old Road up to the bridge. Seconded by Tony Platz. Motion Carried.

     

    Tony Platz makes a motion for Curt Meyer to advertise for bids on Grouse Road overlay project. Seconded by Irene Weis. Motion Carried.

     

    b. Gander Dr - Brian Behrens talked a resident on Gander Dr regarding the Township taking over the road. Brian let the resident know the road would need to be brought up to township standards.

 

c. Spring Road Tour – May 22nd at 3:30 pm.

 

d. Natural Resource Management – Irene talked to the DNR about the property being forfeited.

Received a letter from Hubbard County regarding Noxious Weeds. Matter tabled

 

  1. Attending Board of Equalization Via Face Time/Telephone - Irene sent Information to the State and is waiting for response. Matter Tabled

     

  2. Concerns from the Floor:

    a. Green Pines Road Brian Behrens - Inquiry was made about a commercial permit – Resident is thinking about selling cars from his property.

Road Report

a. Widseth, Smith and Nolting – Grouse Road Report by Lynn Eaton presented a copy of the timeline of the Grouse Road Iimprovement project. The application was sent to the State of Minnesota for the Culvert section. Lynn stated they will be placing notices in the Park Rapids Enterprise for the bids on Grouse Road.

Motion by Tony Platz to have a special meeting regarding the bids for Grouse Road on July 10th, 2018 at 7:00 pm. Seconded by Irene Weis. Motion carried.

Justin states they are finishing crack sealing, doing some grading, some base 1. They were able to grade the first half of Holly. Justin stated they will be putting the Yield sign up on Granite Rd and Glory as soon as they receive them.

Irene states she has been to Greg Hensel office regarding the letter we received from the County. Matter tabled until the July meeting.

Motion by Tony Platz to accept the Bid received from Knife River for Grouse Road resurfacing, eliminating the shoulder base of $15,136.00, the 4 inch yellow solid line of $2,939.86 and the 4 inch white solid line of $2939.86 and increase the Tack Coat by $13,800.00 for a final estimate cost of $416.562.00. Justin Long stated that regular grading is being done.  All Base one roads are done. Patching done on Glacier and Glider.  Ordered two Dead End Sign, one for Granite and one for Haywood Road.

Lynne Erickson discusses Election Judge Payroll.

 

Road Report

Gail Leverson concerns regarding county road 7, states she would like a shoulder.  No action taken since it is a County Road.

Justin Long states they have been grading, and going over Base 1 roads.  They did gravel Harris.  And filled in a dip on Hartman Dr.  Discussed a telephone call asking the Long Construction to not grade as often when it is dry. Justin stated they would keep it in mind.

Discussion on the update on Grouse Road.  They should be tarring this week. Discussion on possibly putting up speed signs.  

 

Fall Road Tour: possible dates October 9 or 10th at 3:00 pm to be determined at the October 02, 2018 meeting.

Discussion regarding allowing a Helicopter Pad for medical emergencies at the Town Hall. Will look into moving electrical pole, getting rid of the sign, and removing trees.

Brian Behrens submitted photos regarding the Moe's property. Discussion regarding placing signs.  Brian Behrens will call the Moe's regarding the matter.  Matter will be discussed at the October meeting.

 

Discussed hiring a plumber, Nan will call a plumber and arrange for them to fix the toilet and change the filter.

Road Report from Terry Long routine maintenance. Stated they completed shouldering on Grouse Road, also discussed packing the shoulders on Grouse Road.

Discussion regarding adding speed bump on Grouse Road.  Painting for the center line will be done by Hubbard County.  Discussion regarding adding pedestrian crossing and speed signs.  No action being taken at this time.

Final Review of Grouse Road.  Tony questions curb and gutter, Irene states she did  know about the curb and gutter being added. Irene stated she had been approached by some residents and asked about it at the pre-construction meeting.  Terry Long stated the curb and gutter is going to be difficult to maintain. We may need to review the issue in the spring.

 

Concerns from the Floor: Call from a resident requesting Long Construction not grade so often on Glory Road.

 

Motion from Tony Platz to contact SWCD to get both Township and Hubbard County map.  Seconded by Irene Weis.  Motion carried.

 

Lynne Erickson discussed what the plumber said and everything that was done at the Town Hall in September.

Fixed toilet, changed water filter, flushed hydrant, pressure tank and water heater.  

Tony suggested we shut the water heater off until it is needed. Discussed flushing the plumbing twice a year.

 

Lynne Erickson submitted a Resolution 18-04 for election judges for the General Election November 6th, 2018.

Tony Platz discussed the Hubbard County Township meeting.  They are looking for a new Treasurer. Broadband has been brought to other parts of the County.  MAT annual meeting will be in Duluth.  County Road 1 will be resurfaced next year.  Clerk to receive a letter concerning road projects being lead by the County.

Lake Emma Township Fall Road Tour--Tuesday, October 9, 2018

 

The Fall Road Tour began at 3:00 PM, October 8, 2018.  Those present: Supervisors Brian Behrens, Irene Weis and Tony Platz; Treasurer, Lynne Erickson, Terry Long.

 

Hartman Road:  Reviewed the reshaping on Hartman at the end of Hanson driveway.  Terry stated that more gravel and leveling will be done.

 

Indigo:  Will likely be next to resurface.  An inspection of issue/area that was brought before the Board by Margaret Moe.  The widening of Indigo near the dead end, to allow turning, happens jat the Moe driveway, while the road narrows and continues on to serve 2  additional residences. Discussion of options at a future Town Meeting.

 

Glider:  Gravel has been added to control 2 washout areas and it is holding up well, considering it’s new gravel.

 

Greenwood Loop:  Talked about but didn’t view.  Lane was graveled.

 

Glacier:  Discussed but didn’t view.

 

Grouse:  Long Construction is done with shouldering except around the resort.  “Bump” signs can come down. Posts from signs will stay pending different signage to slow drivers down, the asphalt curb will be hard to manage for plows.  Mailboxes now sitting too far off the road because of curb were pointed out. No complaints about the pavement, just the curb. Will wait till after the winter to see how much of a problem is created by the new curb.

 

Gumby Bear Road & Grouse:  Should have had an apron at the intersection of a Township Road to a Township Road.

 

Gasparilla:  Terry suggested that if we are going to turn the road back to a gravel road,  leave it alone for a couple years (no sealer) and then mill.

 

Garnet: The surface is improving.  Not as bumpy as previously.

 

Half Moon West: Maintenance vehicles and schoolbus are using the turnaround at the public access and that is working ok .

 

Cemetery:  Drove through to review area.

 

Fall Road Tour concluded at approximately 4:05 PM.

Board of Canvass November 13, 2018

The Lake Emma Township Board of Supervisors convened at 4:45 PM. at the Lake Emma Town Hall on Tuesday, November 13, 2018. The Pledge of Allegiance was recited. Board members present were Supervisors Brian Behrens, Irene Weis and Tony Platz (via Face-time from The Villages, FL), Clerk Nan Iles and Treasurer Lynne Erickson. Also present Tom and Martha Moe and Terry Long. The purpose of the meeting was to review and certify the results of the Township Election held on Tuesday, November 06, 2018.

Board members were sworn in as the Board of Canvass. Clerk, Nanette Iles, provided the November 06, 2018 Election Canvass Report (on file). Township results are as follows:

The official tally of the Township Supervisor C Election ( 4 Year Term) of the Township of Lake Emma is certified as follows: Brian J Behrens 506, write in 3. Brian J Behrens is declared the winner of the Township Supervisor C Election ( 4 Year Term ) with term of office to commence on January 1, 2019.

The official tally of the Township Treasurer Election ( 4 Year Term) is certified as follows: Jeffrey H Adolphson 492, Write-In 2. Jeffrey H Adolphson is declared the winner of the Township Treasurer Election ( 4 Year Term ) with term of office to commence on January 1, 2019.

Discussion followed regarding Investing Northview Money Market funds into a CD. Lynne will check the Interest Rates at Northview Bank and Citizen's National Bank. Irene Weis will check rate at Northwoods Bank. Funds will be invested into a CD at the bank offering the best rate. Motion by Brian Behrens to authorize Lynne Erickson to Invest Northview Money Market funds of $175,000.00 into a 6 (six) month CD after review of rates and/or promotions at local banks. Seconded by Tony Platz. Motion carried.

Road Report: Terry stated they started some snow removal. Gravel roads have not been plowed, letting the gravel freeze down. Stated they have had to remove a few trees.

Fall Road Tour minutes reviewed. Terry states most of the things they talked about on the Fall Road Tour they have gotten done. Moe Property: Brian asks Mr. and Mrs Moe what they would like done. Mr Moe states he would like a sign. Terry will order a sign stating no turn around and place it in the spring.

Lynn Eaton states he is here to answer any questions or concerns. No questions at this time. Brian states he does not have questions, but does have concerns about the curb and

gutter on Grouse Road. Terry states they may have to salt the roads, he thinks that the curb and gutter may cause some problems this winter.

Emergency Landing Pad – Discussion by Terry regarding the need for Helicopter Pad. They would like at least 100 x 100 square foot area. To use the Town Hall parking area, some trees will need to be removed. And the Security Light would need to be moved.

Discussed the purchase of maps from the SWCD at $50.00 each. The board decided they would like the maps for Hubbard County and Lake Emma Township. They would like both maps to be the larger size of 42” x 42”.

Irene discusses the Quorum at certain Special Meetings. The same rules apply regarding voting from remote locations. Tony is not allowed to vote on the Board of Canvass or The Board of Equalization if he is appearing via face-time.

Concerns from the Floor: None Annual review of Lake Emma Township map reviewed as requested by Hubbard County. Nan will return the map to the County with no changes.

The Lake Emma Township Board of Supervisors Regular Meeting of December 04, 2018 was called to Order by Chairman Brian Behrens at 7:00 pm, at the Town Hall. The Pledge of Allegiance was recited. Members present: Supervisors Brian Behrens, Irene Weis, Tony Platz, Clerk Nan Iles, Treasurer Lynne Erickson, also present Jeff Adolphson, Terry Long and Justin Long.

Changes and additions to Agenda: None

Motion by Tony Platz to accept the Clerk's Canvass Board Meeting and the Rescheduled Regular Minutes of November 13, 2018, Seconded by Irene Weis. Motion carried.

Motion by Tony Platz to approve the Treasurer's Report given by Lynne Erickson for the Month ending November 30, 2018, Seconded by Irene Weis. Motion carried.

Road Report – Terry Long stated they have be doing some scraping and sanding. They have been over most of the roads a couple of times. He states they have sanded most of the roads.

Terry Long will place a Sign, indicating the Dead End, at the beginning of Indigo and at the Moe Property line. Long Construction Maintenance Contract expiring 12-31-2018 discussed. Matter tabled until January meeting.

Concerns from the Floor: Discussion regarding the possible Emergency Landing pad at the Town Hall. Brian talked to Sentence to Service, they will remove the trees if we decide to allow the use of the Town hall Parking Lot as an Emergency Landing Pad. Brian also discussed with Itasca Mantrap about putting our electrical line underground, due to the cost we will not pursue the underground Electricity Line. Irene Weis questioned Liability to the Township. Irene will contact the Minnesota Association of Townships for Legal

Advice regarding Liability to the Township.
