The Lake Emma Township Board of Supervisors Regular Meeting of January 08, 2019 was called to Order by Chairman Brian Behrens at 7:00 pm, at the Town Hall. The Pledge of Allegiance was recited. Members present Supervisors Brian Behrens, Irene Weis, Tony Platz, Clerk Nan Iles, Treasurer Jeff Adolphson. Also present Lynne Erickson, Justin Long, Dan Kittlison, and Officer Jeff Stacey .

 

Changes or Additions to Agenda – none

 

Motion by Tony Platz to except the minutes of the December 04,2018, Seconded by Irene Weis

Road report: Justin Long stated they have been plowing and sanding some main roads. They have also been opening Blue Lake Access for possible access for fire fighters.

 

Maintenance Contract - Motion by Brian Behrens to approve the Maintenance Contract for Long Construction for the year 2019, seconded by Tony Platz. Motion carried.

 

Healthy Lakes Grant Dan Kittlison discusses some of the history document and Summary of the 2018 Hubbard County/Lake Emma AIS program. Lake Emma Township Lake Partnership Grant Program Summary. Also discusses the Lake Emma Healthy Lakes Grant Funds submitted a summary from 2009 – 2019.

 

Motion by Brian Behrens to approve the $10,000.00 donation for The Healthy Lakes Grant, per the recommend amount. Seconded by Tony Platz. Motion carried.

Concerns from the Floor: Officer Jeff Stacey discusses burglaries in the area. He states if we see anything suspicious to please report it.

 

Irene Weis - States if we want to go forward with the Emergency Pad, we would need a contract to hold us not responsible. Discussion by the board regarding this matter followed. Brian stated we are not trying to make this an official landing spot, we are just trying to make the area accessible for an emergency landing. Supervisors Brian Behrens Tony Platz voice their support of moving forward with the Landing Pad project. Supervisor Irene Weis disagreed. Brian Behrens will contact Sentence to Serve to remove the trees as soon as possible and the sign next spring.

Lake Emma Township Board of Audit Minutes– February 05, 2019 at 6:30 pm

    1. Lake Emma Township Board of Audit – The 2017 Board of Audit of Lake Emma Township was called to order by Brian Behrens at 6:30 PM. The Pledge of Allegiance was recited. The purpose of the meeting is to audit and settle all charges against the Township for 2018. Present were Chairman Brian Behrens, Supervisors Irene Weis, Tony Platz, Clerk Nan Iles and Treasurer Jeff Adolphson, also present Terry Long and Justin Long.

Financial status for the year end 2018.

Terry states they have been plowing snow. They have been pushing back snow on some to the turn arounds. Terry also stated they will start pushing back snow to make some of the roads wider.

 

Irene stated she received a call from Chip Lohmier regarding 280th st. Discussion followed, no action taken at this time.

Annual Meeting Minutes

March 12, 2019

The 2019 Annual Meeting was called to Order by Clerk Nan Iles at 7:00 pm with the Pledge of Allegiance. There were 14 residents in attendance.

Nomination by Brian Behrens to elect John Harsha as the Moderator. Approved by the residents. John Harsha elected as Moderator.Motion by Dan Kittlison to accept the minutes of 2018 Annual meeting. Seconded by Brian Behrens. Motion Carried.

A summary of the 2018 Audit Report was given by Jeff Adolphson. The year end General Fund balance of cash and investments was $133,547.12. The Road and Bridge Fund year end cash and investments was $320,517.01. Motion by Brian Behrens to approve the Annual Audit. Seconded by Tom Geraedts. Motion Carried.

Road report by Brian Behrens. Brian states we have 32 miles of road we maintain. 11 miles of that is Black Top. Brian stated Black Top lasts approximately 20 years. The gravel roads we try to keep on an 8 year cycle. This year on biggest project was Grouse Road which was black topped and resurfacing. We received a bid of $423,00.00, which was less then we expected. We have some roads that we will be looking at resurfacing in the future mainly Gasparilla, Indigo and Intrepid and Hunter. Motion by Jeff Adolph son to approve the Road Report. Seconded by Gail Leverson. Motion carried.

Brian discusses General Fund Levy of $95,000.00. Road and Bridge fund will be $250,00.00. Discussson followed. Motion by Dan Kittlison to set Levy General Fund at $95,000.00 and the Road and Bridge at $250,00.00. Seconded by Irene Weis. Motion Carried.

    1. Dan Kittlison discusses the background for the Healthy Lakes Grant Program. Dan submitted a 2018 summary for the Hubbard County/Lake Emma AIS Program. 409K Budget ( 254K State, $35K Hubbard County,$87K Lake Association, 33K Townships) This money is used for Public Awareness, Resort Education, Early Detection, Rapid Response Planning, Watercraft Inspections. The AIS summary shows 14,712 hours for Inspections, 21,725 Inspections, 2693 (21.33 %) From AIS Infested Lakes, 86 (.68 %) arriving with drain plugs. An average of 1.48 Inspections done per hour.

Dan Kittlison states the Healthy Lakes Grant Program is requesting $10,000.00, for the program.

Motion by Brian Behrens to continue the $10,000.00 in support of the Healthy Lakes Grant Program, seconded by Ron Jacobson. Motion carried.

**NOTE: Town Board voted maximum financial support- 7% of General Fund Levy ($95,000 GF Levy = $6,650)**

Minnesota Statute 365.XX States that most actions taken at the Annual Meeting simply at authorize the board to take subsequent action and are not binding on the board. Preferences of the residents can be discussed at the Annual Meeting , but only the board can take official action on these matters. Further, the electors cannot authorize the town board to do something prohibited by law, or which the township lacks authority to do

The Lake Emma Township Board of Supervisors Regular Meeting of April 02, 2019 was called to Order by Chairman Brian Behrens at 7:00 pm, at the Town Hall. The Pledge of Allegiance was recited. Members present: Supervisors Brian Behrens, Irene Weis, Tony Platz appearing via Face Time, Clerk Nan Iles, Treasurer Jeff Adolphson, and Tery Long, Justin Long, Tom Moe, Martha Moe and Lynn Eaton.

Road Report by Terry Long stated they have been doing a little grading. They have been keeping an eye on things. Stated the roads dried up pretty well. They have graded most to the gravel road. Terry stated they will start crack sealing. Terry stated the base 1 roads look pretty good, they will be working on them when we get a little moisture. Tony questions how we wintered on Grouse Road. Terry stated it went as he expected. Terry felt where the curve was the road got narrower through the winter. Brian questions Terry regarding Gasparilla Road/Loop/Trail. Discussion followed if we should crack seal Gasparilla. Decision was made not to crack seal Gasparilla at this time.

 

Discussion regarding the Moe property Mr. Moe states people are still coming down and turning around in their yard. Mr Moe feels they need to snow plow better in the winter for a turn around. Terry discusses the options regarding for a turn around. couple Discussion again regarding the signs we will putting up.

 

Lynn Eaton stated he drove across Grouse Road and is very happy the way it turned out.

 

Hubbard County Township meeting – Jeff submitted a Sheriff's incident report from Cory Aukes. Both Irene and Jeff gave a brief report of the Hubbard County Township meting.

The Lake Emma Township Board of Supervisors Regular Meeting of May 07, 2109 was called to Order by Chairman Brian Behrens at 7:00 pm, at the Town Hall. The Pledge of Allegiance was recited. Member present: Supervisors Brian Behrens, Irene Weis, Tony Platz, Clerk Nan Iles, Deputy Treasurer Lynne Erickson and David Thomas, Terry Long and Justin Long.

Jeff Adolphson shall look into the best rates and renew the CD for 1 year.

Brian will be contacting Woodseth and Nolte regarding the bill we received.

 

Road Report – Terry Long stated they have been doing normal maintance. They have started crack sealing and gravel. He states he has ordered more Crack Sealant. Terry stated that there seemed to be a lot of new cracks on the roads.

Brian has received a call regarding Intrepid Trail coming on to Intrepid Road. Brian will

call the resident back regarding what the plans are.

 

Spring Road Tour shall be May 23rd at 2019 at 5:15

 

Garnet Road Septic System. Mr Thomas submits a Property Line Location agreement form. The Board discusses the Septic System placement with Mr Thomas. The Board will sign the form Property Line Location Agreement provided by David Thomas.

 

 

 

Brian states the Mr and Mrs Moe would like a couple of his neighbors to meet with the supervisor's at the road tour. Brian will let Mr Moe know the date and time scheduled for the Road Tour.

 

Contract for Sentence to Serve – Donation of $2054.25 for 2019. Motion by Tony Platz for the donation to Hubbard County for Sentence to Serve in the amount of $2054.25. Seconded by Irene Weis. Motion Carried. New contract will be signed and returned to Hubbard County Sentence to Serve.

 

Concerns from the Floor: Brian Behrens received a call from a resident regarding renting the building. Brian will call the resident and ask her what her plans are. Matter tabled until June meeting.

Irene Stated she attended the Weed Meeting given by Hubbard County. She will leave the hand outs on the back table.

Jeff Adolphson discusses the Northview CD – Motion by Tony Platz to reinvest the Northview CD to Northwoods Bank . Seconded by Irene Weis. Motion carried.

 

Road Report – Terry Long states the Crack Sealing is finished. They reordered Crack Seal for next year. They have been doing normal maintance. Terry stated they will start on projects from the Road Tour. Terry states they will start with turn around at Indigo once we get permission from the property owner. Brian will contact the property owner regarding the turn around. We will wait with placing the signs until after the turn around has been completed. They will start on tree trimming and cutting of ditches.

 

Motion by to Brian Behrens to approve the Spring Road Tour Minutes. Seconded by Tony Platz. Motion carried.

 

Bob Iles – SWCD, submits new nitrate maps for Hubbard County. Discussion followed regarding the nitrate in the area. Bob states 5% is a concern, 10% is bad. Nitrate testing is done at the SWCD on the first Friday of every month. Bob discusses the Forest Stewardship plans through the SWCD. The first part of the Minnesota Geological survey submitted. Road Report – Terry states they have finished mowing and routine grading. They have done some storm clean up. They will be cleaning up the road ditch on Holly. Terry stated once they get gravel crushe they will be putting gravel done on the West End of Intrepid. Brian Behrens has contacted the property owners on Indigo Dr regarding the turn around. He will be meeting with them to discuss the plan.

 

Brian received a call from a resident on Glory Trail regarding the road being graded to often. Matter was discussed. Brain will call the resident back regarding this matter.

 

Big Sand Lake Association – Request for the Lake Association being allowed to use the Town Hall. Discussion followed.

Road Report – Terry Long states have done most of the Base 1 roads, Holly and Intrepid are looking good. Normal grading. They have been trying to keep up on any trees down from the recent storms. They will start on the graveling projects we talked about on the spring road tour soon. They have finished graveling on Haywood. Terry questions milling the curb on Grouse Road. Tony questions what it would take to mill it off. Terry states he would need to rent one the machine to mill the curb off. Board approves Terry to mill off the curb on Grouse Road.

 

Jerry Werder requests the township to maintain 264st, Iroc Dr. and Iroc Rd. Brian Behrens states until the land owners bring the road up to Township standards we would ` not maintain the road.

The width of the road is not in the standards for the County or Township. Discussion followed. The residents must file the proper petition for the Board to consider any action.

 

Jim Miller recently purchased property next to the access on Potato Lake. He is concerned about the run off from the township road to his property. Brian Behrens will contact the property owner and the DNR regarding this issue.

 

 

Discussion regarding a sign to be posted at the beginning of Mr and Mrs Moes property. Brian Behrens will talk to the property owners regarding the sign.

 

Brian Behrens received a call from Cathy Selseth regarding a head stone at the cemetery.

District meeting – Irene Weis discusses the district meeting and Workers Compensation Insurance. Irene states we are covered under the Workers Compensation Insurance, she states the Election Judges would also be covered.

Road Report – Terry states they have been trying to finish up roads, graveling. Several trees have been cutting trees due to the latest storms. Terry states they finished the project on Ken Grob's drive on Garnet Dr, try took some trees down and cut bank the bank. They also put a stop sign at the end of Gumby Bear and no turn around at the end of Indigo.

Brian will be reporting storm damage to Brian Halbrash, since we had about $ 2700.00 to report. Hubbard County Map was reviewed and will be returned to Hubbard County. Brian has information for Jerry Werder regarding requirements for upgrading roads.
