The Lake Emma Township Board of Supervisors Regular Meeting of January 03, 2023

was called to Order by Chairman Brian Behrens at 7:00 pm, at the Town Hall. The

Pledge of Allegiance was recited. Present Brian Behrens, Tony Platz, Brian Long, Nan Iles, Jeff Adolphson, Gene Hanson, Terry Long, Bruce Rolando, Rita Rolando, Bob Berdahl.

ROAD REPORT

      We've been busy snowplowing and sanding to keep the roads as clean as possible.

Plowed the town hall 4 times.

Replaced the three signs that were stolen from Gaspirilla Dr. (Stop, Yield, and Speed Limit 20)

Have done quite a bit of tree clean up, due to all of the heavy snow that fell last month. We will continue to monitor the roads and keep cutting what's necessary to keep traffic flowing.

Discussed the end of Indigo and issues with plowing with the heavy snow on the trees. Brian Long will reach out to the residents at the end of Indigo.  Terry discusses Get Around Road. Discussion followed. The Board discussed the request from Mantrap township regarding Get Around Dr. The Board decided Long Construction should just keep maintaining the road.

 

The board discusses pros and cons of using Durablend.  Terry questions if Durablend is grade able. Terry discusses the cons of having to many roads that need to be graded right after a rain.  Jeff states the Durablend does not migrate.  Suggestion from Jeff is the Board get together to set a policy on why they would use Calcium Chloride or Durablend.

The board has decided to take no action at this time regarding the use of Calcium Chloride or Durablend.

 

Bob Berdahl discusses the Healthy Lakes Program.  Bob submitted a Program Summary and accomplishments in 2022.  Bob discusses where the money is used.  Gene Hanson discusses the contract submitted by the Healthy Lakes Program.  Submission from the Healthy Lakes on file. 

Bruce Rolando questions who the board of directors are for Healthy Lakes. Bob Berdahl states there are no Board members, just three individuals who decide where the money is applied.   Bob Berdahl discusses statues allowing the Board to contribute money to Healthy Lakes.  Discussion followed.  The Board agrees to sign a contract for the AIS watercraft Inspection Hours.

Motion by Tony Platz to go ahead with the Watercraft Inspection contract for $10,800. Seconded by Brian Long. Motion Carried.

The Lake Emma Township Board of Audit of February 7, 2023, was called to order at 6:00 pm. By Chairman Brian Behrens. The Pledge of Allegiance was recited. Members present: Supervisors Brian Behrens, Tony Platz, Brian Long, Clerk Nan Iles, Treasurer Jeff Adolphson.

 

The Cash Basis Accounting Report and Statement of Indebtedness reports were also reviewed.  Statements of Disbursement and Receipts and budget reports were reviewed. The Levy recommendations shall be discussed at the March regular meeting.

The Lake Emma Township Board of Supervisors Regular Meeting of February 7, 2023

Road Report – Justin Long submitted the road report as follows:     

Normal snowplowing and sanding.

Used the loader to clean up turnarounds.

Used the graders to scrape ice and wing back the roads to widen them and make more room.

Plowed the town hall 2 times.

Moving into February, we will keep with the winter maintenance schedule. We will focus on snowplowing, sanding, and tree cutting where it's needed.

 

Brian Long discusses an email he received from a resident on Grouse Road.

Brian Long also discusses going out to Indigo with Terry Long.  They reviewed the trimming of the trees along Indigo at the end of the road. The residents are fine with trimming the trees. The Board agrees the  trees should be trimmed at the end of Indigo.  Brian Long discusses Glider Dr.  may need to trim a couple trees on Glider Dr. discussion followed.  Brian Long also received a call from a resident on Holly Rd. The Resident would like to Vacant the easement.  The party was informed to talk to the County regarding the property.

 

Brian Long discusses Road Maintenance Policy and setting Road Standards for our roads.  Discussion followed.

Brian Long questions if there is any grant money for future road projects.

 

Levy discussion tabled until March meeting.

 

Record retention was discussed.  Matter tabled until March Meeting.

Brian Long discusses a power point he put together for a Road Policy Review. Discussed the difference between our policy, White Oak, and Henrietta township. Brian Long also discusses looking into getting grants Two recommendations developing a spreadsheet for money spent on roads. And he will keep working on the road policy. Tony questions Grants and roads and tax forfeited land and the road policy. Discussion followed. Brian Behrens discusses Mantrap Township Road agreement regarding Get Around Road. Discussion followed. Brian Behrens will talk to Mantrap supervisors regarding this matter. Discussion regarding the Levy for 2024. Road Report – Justin Long submitted the road report as follows:

Normal snowplowing and sanding.

Plowed the Town Hall 5 times.

Completed another round of scraping ice and winging back roads with the grader.

Used the Loader to open turnarounds.

Moving into April, we still seem to be stuck with the winter maintenance schedule, which includes scraping ice and snow on the roads. Once the snow finally begins to melt and the roads bare up, we can begin crack sealing.            Discussed tree trimming and snow plowing on Intrepid.  Brian Long discussed receiving a call from contractor working on a home and had some questions for Justin and filling out a permit for septic on the other side of the road. Brian Long received a call from a resident on Ithaca regarding placing Chloride on the roads.  Brian Long will call the resident back and inform him we do not maintain that road and the township does not use Chloride on our roads.

Brian Long will continue to work on spread sheets. Justin stated we will look at the contract regarding tree trimming. Brian Long also questions billing on different things.

Brian Behrens will continue to try and contact Mantrap Township regarding Get Around Dr. 

Justin states he has not noticed it being plowed.

Brian Long discusses Grant applications, we will discuss this more after the Spring Road Tour

Brian Long also discussed the Hubbard Township meeting and the possibly of other grants.

Brian Long questioned the construction of 40 and Hwy 7. Discussed placing a Bid for Hunter Road this year.

 

Motion by Brian long to include Hunter Road in the County bid for this year. Seconded by Brian Behrens. Motion carried.

Road report submitted by Justin Long, here are the things we worked on in Lake Emma Township in April

Some late season snowplowing and sanding.

Cleaned up the brush at the end of Indigo Dr.

Moving into May, we are finally seeing the weather change to spring. We will begin grading roads when the conditions allow and will start crack sealing soon.

Brian Behrens stated he received two different telephone calls from residents regarding placing new driveways.

Brian Long discussed the property seeking permission to place septic on the other side of the township road.

Jeff Adolphson states if Hunter Road goes it will start in September to be done in October.

Brian Long discusses new Road Contract.  Also states the State of Minnesota has a contract to follow. Terry states they will look at the instructions.  Discussion followed. 

 

Spring road tour will take place on Wednesday May 24th at 4:00 pm. The road tour will commence at the Town Hall.

 

Record retention shall be tabled until the June meeting.

Brian Long states he went to the Weed Control meeting. Lake Emma has two different types of weeds in our township. 

Brian Long  and Brian Behrens discussed meeting held at the Park Rapids City Hall regarding the Fire Contract.  Discussed the increase in the cost of the fire contract. Discussion followed.

 

Sentence to Serve the board approves their services again.

Motion by Tony Platz to pay Sentence to service for the years 2020 in the amount of $ 2017.50, 2021 in the amount of 1223.75 and 2023 in the amount of 1050.00 for a total of  $ 4291.25. Seconded by Brian Long.  Motion carried.

 

The regular July meeting shall be rescheduled to July 5th at 7:00 pm.

The Pledge of Allegiance was recited. Members present: Supervisors Brian Behrens, Tony Platz, Brian Long, Clerk Nan Iles, Treasurer Jeff Adolfphson, Jody Yliniemi, Ann Decoster, John Decoster, Karen Herborn, Harold Spillman, Loren Tolkkinen, Mark Wisch, Bev Wisch, Larry Feela, Cindy Feela, Justin Long and Terry Long. Motion carried. Road Tour report tabled until July meeting. Road Report – Justin Long submitted the road report as follows: Graded all gravel roads, including the base one road. Finished crack sealing Indigo, Intrepid, Grouse, and Inward Loop. Fixed some potholes on Hunter drive with some cold mix. Fixed a couple of signs on Gaspirilla and Hunter. Also, ordered a new handicapped parking sign for the town hall. Used the woodchipper to clean up some trees on Intrepid, Hartman, and 250th. Moving into June, we are back to our normal maintenance schedule. We will grade roads when the conditions allow it and begin working on roads that were approved during the road tour. Brian Long discusses the roads. And what we do to investigate paving the road. Discussion followed. Jody Yliniemi discusses septic system regarding property on Grouse Road. He is requesting permission from the board to set the septic tank as close to the 33-foot line as possible. Motion by Brian Long to allow Brian Behrnes to sign a contract for Jodi Yliniemi Razer Construction which would include, a flush mount, pump pedestal, outside right away and within the easement, also states the township would be held harmless, must attach to the tank riser. He will also request a boring permit form and send it to the clerk. Seconded by Tony Platz. Motion carried. Kathy Selseth discusses Cemetery. Submitted all the property she had sold since she took over. Discussion with Loren Tolkkinen regarding his contract for the township assessor. Tabled until the July meeting. was called to Order by Chairman Brian Behrens at 7:00 pm, at the Town Hall.  The Pledge of Allegiance was recited. Members present: Supervisors Brian Behrens, Tony Platz, Brian Long, Clerk Nan Iles, Treasurer Jeff Adolphson, Justin Long, Terry Long.

Verbal report of Spring Road Tour Report by Jeff Adolphson: Spring Road Tour commenced at 4:00 p.m. on May 25th, 2023.   Left Lake Emma Town Hall, proceeded to 40 to Harmony and Hector, Get Around Dr. discussed agreement with Mantrap Township. No changes at the time.  Proceeded to Goldenrod Rd. the tour then proceeded to Cty Hwy 50 to Glider discussion regarding tree removal along the road, no decision was made. From Glider to tour continued to Glaser then W to CTY  50 to Cty Rd 7, turning on Grouse Rd to Cty 18. Turned West on Cty 18 across Cty Rd 4 then N on Green Pine Rd to East 230th.  On to Gasperilla Trl Loop back to Green Pine Rd the E to the end of Garnet, returning to Green Pine Rd.  The tour proceeded to Holly around Pickerel Lake to E 270th back to Cry Rd 4.  Inward Loop was inspected then back to Cty 4 to Intrepid Road where Gravel and surface was inspected.  The Paved end of Intrepid and Indigo was inspected, reviewing paving job completed last year and crack sealing from this spring.  The tour then turned to Cty 24 to Cty Rd 7 turning on Hunter from Cty Rd 7 through to Cty Rd 40.  Turning on Cty Rd 40 to 196 and 250th back to the Townhall ending the road tour at 5:45 pm.

Road Report – Justin Long -Here are the things we worked on in Lake Emma Township in July:

Graded all gravel roads.

Finished the first round of ditch mowing (top cut).

section), Intrepid (through the cartway) and Holly (around the lake and up to 270th intersection).  Used the Brush Cutter on Holly and Green pines ditches cleaned up.  Will continue with Brush cutting and cleaning up ditches. Justin discusses the roads they will be adding gravel to. 

 

Brian Long discussed a text message he received on Intrepid, regarding the Wash boarding.  Brian asked how much rain is needed for Base 1 road.  Justin stated they need a nice soaking rain to grade Base 1 roads.  Discussion followed.

 

Brian Long discusses HCTA.

Discussed different ways to have Landowners pay for the pavement of roads. 

Brian Long feels we should contact an Attorney regarding ways to access the cost to the Landowners.  Discussion followed.

 

Hunter Road Bids discussed.  Discussed Hunter Road and a couple bad spots.  The project will be done in two layers, Brian Long discusses the culvert. Terry states there is not a lot we can do with that. Would like an apron down Hermit Lane.

 

Motion by Brian Long to approve the Bid and Award the Contract to Anderson Brothers Construction Company for $90,535.60. Seconded by Tony Platz. Motion Carried.

Intrepid Road - Cindy Fella is complaining about the washboard. Petition has been filed to Pave Intrepid Road.  Discussion followed. 

 

Holly and 270th residents’ questions paving Holly and 270th.   The residents from Holly and 270th will be filing a petition.  Discussion followed.  Residents stated they are unable to drive Holly and 270th.  Residents are questioning why they are unable to water the road then grade the road. Discussion followed. Matter tabled until September.  Brian Behrens will contact an engineer’s office.

Cemetery is being ripped up by skunks.  Jeff Bengtson discusses removal of skunks.  They did bring a contract with if the Board decides to use their services.  Stated they would set up the traps. And dispose of the skunks.  They would report to Nan Iles the number of Skunks they trap.

Motion by Brian Long to retain North County Animal Control. At $150.00 set up fee and $75.00 per Skunk fee. North Country Animal Damage Control will send updates to Nan Iles per Email.  Seconded by Tony Platz.  Motion Carried.

 

Nan Iles received a call from a resident regarding burying his wife’s ashes. Nan will call Cathy Selseth regarding this matter. The board approves this matter if we do not have any bylaws regarding this matter.

 

Road report submitted by Justin Long, here are the things we worked on in Lake Emma Township in August.

Used the mini-excavator and brush cutter to clean the right of way on 250th/195th St.

Residents again question the amount rain needed on Base One roads.

Brian Long contacted an engineer regarding Holly and 270th.

Brian requested updates on Holly, 270th and Intrepid.   Brian Long will contact three more engineers regarding Holly, 270th and Intrepid.  Brian Long discusses how the Township could access the Landowners for paving the roads. 

 

Brian Behrens discusses the Intrepid Road Petition for paving.  The 1st petition was denied due to not enough qualifying signatures.

 

Jeff Adolphson discusses Hunter Road.  They began working on County Road 7.  Hunter may be paved the 1st week of October.   Project completion the 6th of October.

 

The October regular meeting shall be rescheduled to October 05, 2023, at 7:00 pm.

Road report submitted by Justin Long, for September

Moving into October, we will start getting roads ready for the upcoming winter. We will grade roads whenever the conditions allow it and start crowning them up a bit more for winter. We will also continue using the mini-excavator and brush cutter to clear the right-of-way of any brush that is hanging into the roads. Discussion followed.

 

Jeff Adolphson states Hunter is done Paving, they will pick up the signs once the painting is done.

 

Brian Long discusses local road improvement for money for Townships.  States we have two engineering companies to look at both roads. Discusses different possibilities such as paving, Durablend, also the timetable for Funding request. Requests must be in by November.

 

David Overbo from WSB  states his experience.  Stated they put an estimate together, talked about getting things in place. WSB would put the applications and resolutions together. And have the packets ready by December.  

 

Caleb Strandlie and Dave Reese from Widseth -   Discusses Intrepid, two step and Holly – Two step approach to. Would work on writing grants and resolutions and for the townships.  Would be able to bring them back by the November meeting. Would also speak with the County and State agencies.  Would be many changes to the standards.  Brian Long questions is it difficult to get DNR permits.  Discussion followed.  The board will discuss this matter and decide with which company they may go.  Resident questions usage of the road. Dave Reese states they use average daily traffic use.   Discussion followed.

The board discusses both estimates.

Discussed North Country Animal Damage Control. They did not get any Skunks at this time.

 

Discussed Cemetery regarding a resident burying his wife’s ashes in her parents’ plots.  We do not have any bylaws against this, and he was able to bury her ashes if he wanted to.

 

Brian Behrens discusses a resident questioning an easement behind Pickeral.  We are keeping our easement.

 

Reviewed Lake Emma Township map Milage Certification.  Map approved by the Board.

 

Brian Long requests the contract for Road Maintenance Construction be placed on Novembers Agenda.

 

Discussed SLFRF Funds, matter will be placed on the agenda.

 

The board will be discussing planning for township budget and to start working on projections for funding needed over future years and status of Levee amount to be set in 2024 along with how SLRFD is spent.  Would also like to discuss/learn how we compare our township Levee amounts to other townships on a relative basis.  Tony mentioned at last meeting that we were high.

Caleb Strandlie submitted estimates. Discussion followed. Questions regarding the way the storm systems work.  The Board discusses the choices on how to pay for the soft costs.  Brian Long states he has discussed talking to other townships and how they cover the costs.  Brian Behrens questions what we need to do.  The Board will need to sign a Resolution.   

 

Motion by Tony Platz to Accept option # 1 Resolution 23-06 which is the 80 -20 split. Seconded by Brian Long. Motion Carried.

 

Holly road is on currently on hold.

 

Road and Bridge contract.

Brian Long would like to discuss how Long Construction is doing.  Brian Long states he would like the township to use the Mat Standard Terms and Conditions for a new contract.  Terry Long states they originally started with grading and snow plowing; other jobs have been added to the contract over the years.  Discussion followed.

The matter will be placed on the December agenda.

 

Eric Ravness property has been completed.

 

The Petition for paving Intrepid has been accepted.  A meeting date will be set at the December Meeting.
