 1.                  Call to Order: The Lake Emma Township Board of Supervisors Regular Meeting Of December 05, 2017 was called to Order by Chairman Brian Behrens at 7:00 pm, at the Town Hall.  The Pledge of Allegiance was recited.  Member present:  Supervisors Brian Behrens, Tony Platz and Irene Weis, Clerk Nan Iles and Treasurer Lynne Erickson, also present Terry Long, Justin Long, Tom Griffin, DanKittilson, Bob Berdahl and Dan Kruchowski.

             We will be submitting a bill to Arago Township for the Final Pay Estimate of the Garnet       

              Project.

             Motion by Brian Behrens to approve the Treasurer's

 5.                  Dan Kittilson and Bob Berdahl - Healthy Lakes Grant Application

             Bob Berdahl discusses the new time line for the Healthy Lake Grant.  States the county would

             like the commitment by January 30th, 2018.  In 2019 the county will want the commitment by

             the end of January.  Board questions Mr. Berdahl regarding the new time line.  Bob submitted

             a Summary of 2017 - 403K Budget ( $253 State, $35 Hubbard County, $115 Lake Associations

             andTownships) Money went to Public Awareness, Resort Education, Early Detection, Rapids

             Response Planning, Watercraft Inspection. Watercraft Inspection Summary 14,444 Hours,

             22,559 Inspections, 1566 from AIS Infested Lakes, 109 Arriving with Drain Plugs.  Also

             submitted Lake Emma Township Healthy Lakes Grant 2017 Summary of Grant Money,

             Inspections Hours.   

6.                  Road Report

Tom Griffin discusses his concerns regarding Granite Dr and Glory Trail, he states the corner of Granite Dr and Glory Trail has become very dangerous.  His concern is,  where the yield sign was placed has become a hazard.  He thinks that the sign should have been placed at the end of Glory Trail not Granite Dr.   

           Terry Long reports  they have been sanding on some of the roads, and trimming trees on

            some of the roads.  Signs placed on Holly and 270th.  Discussion regarding Granite Dr and

            Glory Trail.  Brian will be talking to engineers regarding sign placement on Granite Dr

            and Glory Tr.

 Irene discusses the Hubbard County Township Meeting. Annual Meeting discussed by Reno Wells.  Talked about some of the subjects discussed at the

meeting.

5.      Zhateau Zorbaz Liquor License : Motion by Brian Behrens to Approve the Liquor License for Zhateau Zorbaz, per resolution 17-3, seconded by Irene Weis. Motion Carried. Resolution on file. 

6.      Voting Booths - Lynne Erickson will look into the cost of New Voting Booths.

Discussion regarding a new resolution Designating Annual Polling Place. Brian Behrens motion to approve resolution 17-4, Annual Polling Place, seconded by Tony Platz. Motion Carried. Resolution on file. 

7.      Cemetery Update - Update by Irene Weis.  The cemetery fence has been fixed. Total bill of  $835.43 is scheduled for payment. Discussion regarding the adjacent property,  The township will be writing a letter to the property owner regarding the trees surrounding the cemetery. Irene also has reviewed our Insurance Policy, our policy will cover the cost of the repair, excluding the $250.00 deductible, we will be sending a Claim to our Insurance Company.  

8.      Road Report - Terry Long states the Yield sign was put up. Grading has been finished. Started sanding roads today, will be finishing the rest of the roads tomorrow. They will continue plowing Blacktops and wait for the Gravel Roads to freeze then will start plowing. Garnet area has been marked out and they will start removing trees and finish cutting back the bank in the spring.  WSN- Widseth, Smith and Nolting. Surveying estimate around was $1600.00 the final bill has not been received.

Six Yellow speed signs for Holly Road will be Ordered, cost per sign will be around $60.00.

Motion by Tony Platz to move forward on the speed signs, advisory signs of 35 miles per hour, Seconded by Irene Weis.  Motion Carried.

Township maps re-certification.  No changes - map will be returned to Hubbard County Highway Department

            Motion by Tony Platz to accept the Treasurer's Reoprt as presented. Seconded by Irene Weis.  Motion carried. 

5.                  Cemetary Update-Update from Irene Weis regarding the Cemetary Fence.  A part was ordered and the project should be finished sometime the first part of October.

6.                  Grant Money for New Voting Machines-Tony was questioning the grant. Lynne Ericson stated the Voting Machines are owned by the County.  Lynne states we need new voting booths.  Lynne will contact Hubbard County regarding the voting booths and research the grant available if needed.

7.                  Road Report

Terry Long states they graded all base 1 roads. They will monitor the roads, and continue blading.  They have finished the mowing for the year. They will be going back to do extra on some area.  Down to normal maintance.  All roads will be graded prior to winter 

 a. FALL ROAD TOUR-Terry states they will be brushing the township roads, they will start with the worst ones first.  Terry states they are taking the dead trees down as they see them.  If it looks like they are going to fall down they are taking them down.

 b. HOLLY ROAD-Brian Behrens states he has checked into being able to put up a speed limit sign.  We are unable to place a speed limit sign on Holly Road.

c. Granite and Glory yield sign-Rich Thuleen questions placement of a Dead End sign at the end of the road coming off County Road 7.  Terry states he thought there should be a Dead End sign at the end of the road.  We will be replacing the yield sign, it will be placed at the end Granite Dr instead of GloryTrail.

d. Update on the Garnet project-on the curve on the Ken Grob property.  Brian Behrens states he has talked to a couple different surveyors. Brian will be checking with another surveyor.  Motion by Brian Behrens to accept any estimate under $2200.00.  Seconded by Irene Weis.  All voting Aye: Brian Behrens and Irene Weis.  Voting Nay: Tony Platz. Motion carried.

e. Application for Vacation of a portion of Hideaway Dr in the Plat of Bonne-Terre served on Brian Behrens.

8.                  Concerns from the Floor-Burt Fosse questions if we could place slow sign on Holly. Terry Long states you could place any signs. Terry will look into signs to be placed on Holly. Matter will be discussed at the November meeting.

Update from Irene and Tony regarding the Hubbard County Township meeting.  MAT Annual Township meeting Conference November 16-18, 2017 at Mayo Civic Center in Rochester, Mn. FEMA for townships meeting in Walker, Joan Tweedale in working with  this program.

5. Holly Road

    Burt Fosse presents petition to the board for a speed limit on Holly Road and on 270th.

     They would like the speed limit to be 35 miles an hour.

     Brian stated he has talked to the County regarding this issue, and would like to do some

     more research. Matter to be discussed at the October meeting.

6. Road Report

    Terry Long they did do some graveling on Half Moon and Greyson. Graded all base one

    roads. Depending of the weather that may be the last grading they will do. They will

    start on mowing. Discussed the Yield sign on Granite and Glory. Matter is tabled until

    the October meeting.

7.   Fall Road Tour-September 27th, 2017 at 4:00 pm

8.   Insurance Amount for Independent Contractor's-Contractor's will be required to carry

      Liability Insurance policy for at least 1 1/2 Million dollars.

9.   District Meeting-Irene Weil discusses the District Meeting, and some of the new changes in the law.

10. Cemetery Fence-Irene Weis presented an estimate to fix the Cemetery /fence from Rick

      Harding at Redpine Property Services. Brian Behrens motion to have Redpine Property

      Services fix the Cemetery Fence for $897.05. Irene seconded the motion. Motion

      carried.

5. ROAD REPORT

a. Road Policy-Tabled until September meeting. b. 280th and Holly RD Discussed issue and not taking any action at this time. Follow-up discussion on the site distance issue at Ken Grob's property on Garnet. A survey will determine the Township Right of Way to be able to cut the bank and some trees. Motion by Irene Weis to contact Lindow Surveying. Tony Platz seconded the motion. Motion Carried. Justin Long states they are unable to grade until it rains. They will be working on Holly Dr again. Everything is mowed, sweeping has been done to prepare for painting Center line on township paved roads. Did add some gravel on the corner of 40, Holly and Half Moon. Holly Road-complaint regarding condition of road. Justin states once we get enough rain they will be grading the roads.

Discussed culvert on Hope Dr, Terry will talk to the next landowner regarding what may need to be done.

6. Use of The Lake Emma Town hall by the Potato Lake Association - approved

7. Lake Emma Cemetery Fence.- Irene Weis states she has received complaints regarding the broken fence at the cemetery. Irene will get an estimate from another source regarding repairing the fence. Issue will be discussed at the September meeting.

8. Independent Contractor Liability Amount -Discussed the amount of coverage Independent Contractor's should have. Tabled until September meeting.

9. Review of the County Township Meeting- Tony reviewed the Hubbard County Township meeting.

CONCERNS FROM THE FLOOR Motion by Brian Behrens to approve the for Park Rapids Lake Area Chamber of Commerce Liquor License at Sleeping Fawn Resort. Motion seconded by Tony Platz. Motion Carried. Per Resolution number 17-2.

 Discussed petition to vacate a portion of public road in the plat of Loch Vista Beach. Brian Behrens will sign petition and return the petition to Greg Larson.

on 280th and Holly Rd. 

3.                  Clerk's Report: Tony Platz motion to accept minutes of the June meeting, seconded

by Irene Weiss, Motion carried. 

4.                  Treasurer's Report:

a. First half property tax revenue received $ 223,023.66

b. Road and Bridge the CD to be reinvested

$100,000.00 to stay in Money Market at Citizen's National Bank  $100,000.00 in a 1 yr CD at Northview, $380,000.00 (approximate amount) remaining to be placed in a 1 yr CD at Northview and $120,000.00 to Stay in the Road and Bridge Money Market at Northview Bank.

5.                  Road  Report

           a. Tim Fischbach � Paving Gunner Road discusses Gunner Road. Would like Gunner Road    to                    become  a Township Road.  Brian Behrens  explains what the board would expect in  order  to            become a  Township  Road 

b. OVR Trail Resolution � matter will be tabled indefinitely.

            c. Curt Meyer � Discusses Garnet Road Project.  Discusses retainage on the 2016 Garnet Road paving       project. Discusses different options regarding future paving projects to minumize the uneven surface issue. Curt recommends repaving Grouse Road.     

Motion by Brian Behrens to pay the final billing to Central Specialties, Tony Platz seconded the motion.  Motion Carries. A portion of the retainage will then be billed to Arago Township for their project costs. 

 

Brian did ask the County to tag on to the County striping projects, they agreed to that.

Justin Long states regular maintenance being done,  Cemetery completed, black dirt brought in, sign taken down on Half Moon Drive East, and sweeping done.

Justin stated they will work on Glory Road Yield sign.  

Discussed 280th and Holly, further investigation regarding this matter.  Matter will be discussed at the August meeting.

Lake Emma Township Regular Board Meeting June 6, 2017

Call to Order: The Lake Emma Township Board of Supervisors Regular Meeting of June 6th, 2017 was called to order by Chairman Brian Behrens at 7:00 pm, at the Town Hall. The Pledge of Allegiance was recited.

Members present: Supervisors Brian Behrens, Tony Platz and Irene Weis, Clerk Nan Iles and Treasurer Lynne Erickson, Terry Long, Justin Long, Bob Iles and Deputy Matt Stein.

Changes and Additions to Agenda: Irene stated Blue Lake has requested to use the Town Hall on June 17, 2017. Border to Border (Hubbard County Township meeting).

Clerk's Report: Tony Platz motion to accept minutes of the May meeting, seconded by Brian Behrens, Motion carried.

Treasurer's Report: Motion by Brian Behrens to approve Treasurer's  Report and seconded  by Irene Weis. Motion carried.

The  CD at Citizens National Bank shall remain in a Money Market for 30 days. This issue will be readdressed at the July meeting.

Lynne Erickson presented the Financial Report for the month ending May 31, 2017.

Road Report- Terry Long stated they have started grading for the summer, crack sealing done. Base 1 roads have been graded and seem to be holding up very well.  Curve sign on Half moon east shall be removed by Terry Long. Brian has called the county regarding painting the paved roads. Discussion regarding whether to do just double lines and fog lines.  Decision to just paint double lines down the center.  Discussion regarding repaving Grouse road.  The Plan will be to wait until next year to repave.  Brian did talk to Alex Berg regarding his driveway.  Alex Berg would be expected to buy the culvert.  

Review Road Policy- nothing at this time, this matter will be reviewed at the July meeting.

Concerns from the Floor: Blue Lake Association requested to use the Town Hall on June 17th, 2017 for their Annual Meeting.  The need for a certificate of insurance from Blue Lake was discussed and it was decided to be not necessary.

Hubbard County Township  meeting � Irene and Tony discussed the topic of Border to Border ORV, it was suggested  at the May meeting the Township sign a resolution regarding this matter. This matter will be discussed in the July meeting.

Sentence to Serve � discussion regarding fixing the fence.  Brian will call Randy Greiss regarding a time table on fixing the fence at the cemetery.

Bob Iles � SWCD � Bob states SWCD has been doing testing for nitrates in Hubbard County, he discussed the results for Lake Emma Township.  Stated the SWCD will do testing for Nitrates the 1st Friday of every month  and every year at the County Fair. Water should be from an outside source and the water should be run for 10 minutes prior to taking a sample.  Also discussed the availability of low interest loans, to help residents pay for a new well to replace an existing well or septic that  if failing, applications are available at the SWCD.

10. Sentence to Serve 2017 - Brian Behrens submitted information regarding the value of work performed by Sentence to Serve in 2016. Services were valued at $2032.50. A new Contract will be submitted to Sentence to Serve and shall state they shall maintain property at the Town Hall and Cemetery and also fix fence at the Cemetery. Lake Emma Township will make a donation of $2032.50 to Sentence to Serve, as the services performed are necessary and otherwise would have to be hired.

1.  Call to order: The Lake Emma Township Board of Supervisors Regular Meeting April 4, 2017 was called to Order at 7:05 pm by Supervisor Brian Behrens. 5.  Road Report:  Long Construction

Justin Long stated Terry Long has been Grading roads, has not graded any of the base 1 roads, stated he is waiting for moisture before he grades the roads. They have purchased the Crack Seal and will be starting this next week on the crack seal.

a. Relocation of portion of the Glory Trail

Kevin Lindow discussion on the relocation of a portion of the Glory Trail.

Requesting a vacation of a portion of Glory Road. Kevin Lindow states landowner is willing to convey Trac D to township Board asks several questions regarding the relocation of the culdesac.  Kevin discusses that the land owner is willing to do whatever the board would like. Supervisors request the road be built to code.

b. Concerns from the Floor

Nicole Moore questions if we would know of any grants to improve private roads.

Dan Kittilson discusses the finalization for the AIS Grant Recommendations.  Recommendations as follows: Blue $1000.00, ESB $1000.00, Big Sand $3300,00, Little Sand $ 1450.00, Potato $3000.00, Pickerel $250.00. Brian Behrens makes a motion and seconded by Irene Weis to award the recommended amounts with $250.00  to  Pickeral Lake Association and $9750.00 to Hubbard County.

Unapproved Annual Meeting Minutes

March 14, 2017

  1. Call the meeting to order  The Lake Emma Township meeting was called to order by    Nan Iles at 7:05 pm with Pledge of Allegiance. 19 residents were in attendance.

  2.    Select Moderator. Nominations for moderator were opened.  Motion by Tony Platz  and seconded by Theresa Moen to elect  Jeff Adolfson as moderator.   There were no other nominations. Motion carried.

  3.   Minutes. Motion  by  John Harsha to accept 2016 Minutes and  seconded by Dan Kittilson.  Motion carried.

  4.   Audit Report .  A summary of Audit Report given by Lynne Erickson.  The year end General Fund balance of cash and investments was $131,317.28.  Road and Bridge Fund year end cash and investments was $483,070.76.  Motion by Theresa Moen and seconded by John Harsha to accept 2016 Audit Report.  Motion carried.

  5.    Road Report- Road report given by Brian Behrens. . Lake Emma has 34 miles of road.  11 miles of paved roads. We continue to use base 1 on our gravel roads.  We  finished Garnet road constructions last year for around $125,00.00.  We are watching several blacktop roads at this time Grouse, Intrepid, Indigo, Hunter and Gasparilla.   We do not have plans at this time for any of our roads. We  are not planning on any new Blacktop projects in the future at this time.

  6.    Discussion� Levies for 2018.

  7. General Fund   - 2018 ( $95,000) -  (2017 was $95,000)

  8. Road & Bridge Fund � 2018 ($200,000)  - (2017 was $300,000)

Brian Behrens discussed the decrease in funding.  He states since we did not spend as much on Garnet and other roads, we have plenty in reserves to handle any projects that may come up.

Motion by Tony Platz and seconded by Gene Hanson for a recommendation of $95,000 be set for the General Fund for 2018, and $ 200,000 for the Road  & Bridge Fund.  Motion carried.

 

  1. .                    Healthy Lakes Grant Program.   Bob Berdahl discussed the Healthy Lakes Grant Program.  The County has taken over the program and  has hired a full time person to handle the AIS program.  A summary of 2016 activities was presented, showing 22,757 inspections in Hubbard County , of which 4707 was in Lake Emma Township.  2016 Funding consisted of 401K  of which $264,000 from the State, $35,000 from the County and $102,000 from Lakes and Townships.

Bob Berdahl is requesting financial support from Lake Emma Township for $10,000 for 2018.  A motion by Dan Kittilson and seconded by John Harsha recommending financial support of $10,000 for 2018.  Motion carried.

Headwaters  Animal Shelter � No presenter - Theresa Moen spoke on behalf of Headwaters Animal Shelter.  Motion by  Jeff Adolfson and seconded by Ron Jacobson to approve financial support to Headwaters Animal Shelter for the amount of $150.00. Motion carried.

Kinship of the Park Rapids Area � Presenter Shawn Anderson � Motion by Wayne Swanson and seconded by John Harsha to approve financial support to the Kinship of Park Rapids Area for the requested amount of $1500.00. Motion carried.

Living at Home of the Park Rapids Area � Presenter Marilyn Berry � Motion by Julie Hanson and seconded by Dan Kittilson to approve financial support to Living at Home of the Park Rapids Area for the requested amount of $600.00.  Motion carried.

Headwaters Area for Lifelong Learning � No Presenter, Dorothy Platz spoke on behalf of Headwaters Area for Lifelong Learning.   Motion by Renee Bexell and seconded by Julie Hanson to approve financial support to the Headwaters Area for Lifelong Learning for the requested amount of $300.00.  Motion carried.

North Country National Scenic Trail � No presenter � Tony Platz and Irene Weis spoke on behalf of the North Country National Scenic Trail.  Motion by Tony Platz and seconded by Bob Berdahl to approve financial support for the North Country National Scenic Trail for the amount of $100.00.  Motion carried.

All Veteran's Memorial � No presenter � Nan Iles and John Harsha spoke on behalf of the All Veteran's Memorial.  Motion by Tony Platz and seconded by Ron Jacobson to approve financial support for the All Veteran's Memorial for the amount of $150.00.  Motion carried.

Dive Team- Presenter � Steve Blanchard � Motion by John Harsha and seconded by Theresa Moen to approve financial support for the Dive Team for the requested amount of $1000.00.  Motion carried.

Shell Prairie Fair Board � No presenter

P.R. Area Library � No presenter � Dorothy Platz spoke on behalf of the Park Rapids Area Library � Motion by Dorothy Platz and seconded by Wayne Swanson to approve financial support for the Park Rapids Area Library for the requested amount of $1500.00.  Motion carried.

The electorate was advised that financial support amounts would be reviewed by the Township Supervisors to fit the $6650.00 maximum financial support for 2018.

  1. .                     Authorize any other action for Lake Emma Twp as provided in M.S.�365.10, Subd. 1-18.

Motion by John Harsha and seconded by Bob Berdahl to allow The Township Board explore the possibly of a decontamination center to be set up in the Township Parking Lot if approached by the County.  Motion Carried

The purpose of the meeting is to audit and settle all charges against the Township for 2016.  Present were Chairman Brian Behrens, Supervisors Irene Weis, Tony Platz via facetime, Clerk Nan Iles and Treasurer Lynne Erickson.

02/07/2017 at 6:30 p.m.  Motion carried.
